The World Bank PNGO Project website states that it aims to "strengthen NGOs' capacity to deliver sustainable services to poor and marginalized Palestinians, while supporting the overall professional, and strategic development of the Palestinian NGO sector".
Split into two phases, the World Bank's PNGO and PNGO II projects will together have provided US$41.9m for Palestinian NGOs by June 2006. However, PNGO II also funds the Palestinian NGO portal that provides a platform for extremist political NGOs such as PCHR, Al Haq, the Jerusalem Center for Social and Economic Rights and ARIJ; and has been a source of funding for Al Mezan, which was involved in its development.

...The deadly attacks and the blockade of Gaza are defended by Israeli authorities as retaliation for the rockets that have been fired across the border into Israel. The firing of such rockets is also a violation of international law. It too targets innocent civilians and is a crime. I condemn these attacks.
The current spate of rocket attacks, which has caused one Israeli death, however, does not give Israel the moral or legal license to punish the entire population of Gaza, including the sick, children, the elderly and the majority of Palestinians who have no involvement whatsoever.
Israel's treatment of Gaza is largely unseen by the outside world. I am not the only observer to be denied entry into Gaza by Israeli authorities. Numerous humanitarian aide workers, along with reporters and photographers, have been barred from Gaza to keep witnesses from reporting to the outside world on the tragic human cost of the siege.
The Israeli authorities who carry out this draconian policy must be held accountable. We cannot build a world that respects human rights and the rule of law unless we judge everyone, including those who are our allies, by the same impartial standard.

Holbrooke. Marton lobbied for the Soros-funded radio station B-92, also
a project of' the National Endowment for Democracy (another overt arm
of the CIA), which was instrumental in bringing down the Yugoslav

liberal pundit Aryeh Neier to lead it. Neier was the head of Helsinki Watch, a

Social programs
IRC places specific emphasis on rebuilding the health, public infrastructure and education sectors, linking grass-roots interventions with sustainable development. Additionally, we are committed as an organization to working with communities on programming surrounding gender based violence beyond emergencies. IRC helps survivors heal and works with communities and institutions to break the cycle of violence. Economic programs
Extreme poverty, exacerbated by the socio-economic impact of war, can create precisely the framework conducive to renewed violence. If stability is ever to hold and reconstruction is to be sustainable, then effort must focus on rebuilding the livelihoods and economic development capacity of conflict-impacted communities. One of the key issues in post-conflict societies is that of youth unemployment. Commonly in these settings, youth comprise a large proportion of the population and often head households. IRC’s Economic Recovery & Development programs are implemented using field tested best practices for economic and livelihood recovery and development.
Governance programs
Evidence shows that most of today's conflicts are the result of failed states and repressive or dysfunctional systems, and that when good governance principles are applied and supported by a functioning civil society and the rule of law, disputes can be resolved through peaceful means and socio-economic development can flourish. IRC seeks to assist communities not only after, but also during conflict to create basic institutions responsive to the populations' needs, to ensure communities have a voice within those institutions, and that they have the capacity to manage them for their own socio-economic development. This is expressed in programs aiming at supporting civil society, enhancing protection and the RoL, and rebuilding ties between local governments and their constituencies, especially in conjunction with decentralization policies.
