When one thinks of sovereign state power, the first thought is likely that of military capabilities. but the sovereign state has many instruments of power available to it, including diplomatic, informational, military, and economic (DiMe) instruments. in Soft Power: The Means to Success in World Politics, Joseph Nye, a former assistant secretary of Defense for international
security affairs and a recognized expert on international affairs and the effects of soft power, provides some useful observations on power and its relationship to the sovereign state. Power, Nye says, is “the ability to influence the behavior of others to get the outcomes you want.”2 Influence can be accomplished through forceful means, or hard power, such as military action or economic restrictions. Nye then describes an alternate source of power: soft power. He explains that soft power uses attraction to “get the outcomes you want without the tangible threats or payoffs.”3

In an interview August 10, 2009, on CNN’s GPS with Fareed Zakaria [http://transcripts.cnn.com/TRANSCRIPTS/0908/09/fzgps.01.html] Secretary of State Hillary Clinton said that while the US didn’t want to come out too publicly in favor of the protesters in the wake of Iran’s disputed June elections, the State Department was “doing a lot” behind the scenes to support the opposition. Secretary Clinton said it was a difficult situation because there was concern that US backing might lead Iran’s leaders “to use us to unify the country against the protesters.” Still, she insists the State Department “were doing a lot to really empower the protesters”... “Now, behind the scenes, we were doing a lot,” said Clinton, noting that the State Department had urged the social networking service, Twitter, to postpone a planned maintenance shutdown, so that it remained available for use by Iranians....
The exact extent to which the US has funded, and continues to fund, Iran’s opposition will likely never be known, but in the midst of the June rallies the Obama Administration did move to provide millions of dollars in grants to dissident factions, suggesting Clinton’s concern to keep the action “behind the scenes” was far from universal....
Clinton added the US doubted Iran was going to enter into talks about its nuclear program, and suggested the US was going to “take stock” of the offer in September, insisting the US isn’t going to continue waiting for a reply....

For this reason its apologists have sought refuge in the mythology of the ultimate "good war", whose "ethical bath", as Richard Drayton called it, has allowed the west not only to expiate its bloody imperial past but to promote 60 years of rapacious war, always beneath the shadow of The Bomb.

The most enduring lie is that the atomic bomb was dropped to end the war in the Pacific and save lives. "Even without the atomic bombing attacks," concluded the United States Strategic Bombing Survey of 1946, "air supremacy over Japan could have exerted sufficient pressure to bring about unconditional surrender and obviate the need for invasion. Based on a detailed investigation of all the facts, and supported by the testimony of the surviving Japanese leaders involved, it is the Survey's opinion that ... Japan would have surrendered even if the atomic bombs had not been dropped, even if Russia had not entered the war and even if no invasion had been planned or contemplated."
