IMAGE IS CAPITAL
Image is capital in wake of the storm: It's very hard to "convey a positive image" when the "general public" sees you...stacking corpses like cordwood. Business executive James Reiss helicoptered in employees of an Israeli security company to guard his house and those of his neighbors. Reiss told the Journal that New Orleans must be rebuilt with fewer poor people. "Those who want to see this city rebuilt want to see it done in a completely different way — demographically, geographically and politically … or we're out."

Obama said ..."We also know our longer term effort will not be measured in days or weeks, it will be measured in months and even years. And that is why it is so important to enlist and sustain the support of the American people," he said. Bush said... "One of the things President Clinton and I will make sure is your money is spent wisely." ... Clinton said. "Right now, all we need to do is get food and medicine and water and a secure place for them to be. But when we start the rebuilding effort ... we want to be a place where people can know their money will be well spent," ...
Clinton on Friday cited a race against time before anxiety and anger create additional problems...The U.S. Southern Command said it now has 24 helicopters flying relief missions - many from warships off the coast - with 4,200 military personnel involved and 6,300 more due Monday. But there was still little sign of any aid in the city four days after the quake...
Earlier Saturday, the Israeli delegation opened a field hospital in Haiti's capital Port-au-Prince. Israel Defense Forces Brigadier-General Shalom Ben Aryeh told Israel Radio that the his delegation was one of the biggest and most skilled on the island.
Hillary Clinton, US secretary of state, arrived in Haiti on Saturday to meet Rene Preval, the country's [U.S. proxy] president, and other local officials.."The government has lost its capacity to function properly, but it has not collapsed," he said... Haiti Disaster Relief Scenario Envisaged by US Military One Day Before the Earthquake
by Michel Chossudovsky
A Haiti disaster relief scenario had been envisaged at the headquarters of US Southern Command (SOUTHCOM) in Miami one day prior to the earthquake. The pre-disaster simulations pertained to the impacts of a hurricane in Haiti. They were held on January 11. (Bob Brewin, ***Defense launches online system to coordinate Haiti relief efforts (1/15/10) -- GovExec.com, complete text of article is contained in Annex http://www.nextgov.com/nextgov/ng_20100115_9940.php)... the day prior to the earthquake, "Monday [January 11, 2010], Jean Demay, DISA's technical manager for the agency's Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane.

After the earthquake hit Tuesday, Demay said SOUTHCOM decided to go live with the system. Wednesday DISA set up a Haiti Humanitarian Assistance and Disaster Relief Community of Interest on APAN [All Partners Access Network] supported by the Transnational Information Sharing Cooperation project...developed with backing from both SOUTHCOM and the Defense Department's European Command...in development for three years.... designed to facilitate multilateral collaboration between federal and nongovernmental agencies [NGOs]. (Bob Brewin, op cit, emphasis added) ...

The fundamental concept underlying DISA's Transnational Information Sharing Cooperation project (TISC) is to "Achieve Interoperability With Warfighters, Coalition Partners And NGOs" (Defense Daily, December 19, 2008) Upon completing the tests and disaster scenarios on January 11, TISC was considered to be, in relation to Haiti, in "an advanced stage of readiness". On January 13, the day following the earthquake, SOUTHCOM took the decision to implement the TISC system, which had been rehearsed in Miami two days earlier:

The information sharing project, developed with backing from both SOUTHCOM and the Defense Department's European Command, has been in development for three years. It is designed to facilitate multilateral collaboration between federal and nongovernmental agencies. Demay said that since DISA set up a Haiti Humanitarian Assistance and Disaster Relief Community of Interest on APAN on Wednesday [the day following the earthquake], almost 500 organizations and individuals have joined, including a range of Defense units and various nongovernmental organizations and relief groups. (Bob Brewin, Defense launches online system to coordinate Haiti relief efforts (1/15/10) -- GovExec.com emphasis added)

DISA has a Southern Command (SOUTHCOM) Field Office in Miami. Under the Haiti Disaster Emergency Program initiated on January 12, DISA's mandate is described as part of a carefully planned military operation: "DISA is providing US Southern Command with information capabilities which will support our nation in quickly responding to the critical situation in Haiti," said Larry K. Huffman, DISA's Principal Director of Global Information Grid Operations. "Our experience in providing support to contingency operations around the world postures us to be responsive in meeting USSOUTHCOM's requirements."

In the immediate wake of the earthquake, DISA [The Defense Information Systems Agency] played a key supportive role to SOUTHCOM, designated by the Obama administration as the de facto "lead agency" in the US Haitian relief program. The underlying system consists in integrating civilian aid agencies into the orbit of an advanced communications information system controlled by the US military...DISA, under the jurisdiction of the Department of Defense (DoD), was involved in organizing these scenarios on behalf of US Southern Command.(SOUTHCOM).Defined as a "Combat Support Agency", DISA has a mandate to provide IT and telecommunications, systems, logistics services in support of the US military. (See DISA website: Defense Information Systems Agency).
The Transnational Information Sharing Cooperation project (TISC) is a communications-information tool which "links non-government organizations with the United States [government and military] and other nations for tracking, coordinating and organizing relief efforts".(Government IT Scrambles To Help Haiti, TECHWEB January 15, 2010).The TISC is an essential component of the militarization of emergency relief. The US military through DISA oversees the information - communications system used by participating aid agencies. Essentially, it is a communications sharing system controlled by the US military, which is made available to approved non-governmental partner organizations. The Defense Information Systems Agency also "provides bandwidth to aid organizations involved in Haiti relief efforts."....

Hurricane Center Director Tells Paper He Briefed Brown and Chertoff on Danger of Severe Flooding
http://www.mediainfo.com/eandp/news/article_display.jsp?vnu_content_id=1... 595

October 2001: Drowning New Orleans “A major hurricane could swamp New Orleans under 20 feet of water, killing thousands. Human activities along the Mississippi River have dramatically increased the risk, and now only massive reengineering of southeastern Louisiana can save the city.”
http://www.sciam.com/article.cfm?chanID=sa006&articleID=00060286-CB58-13...

June 2002 the New Orleans Times-Picayune published a five-part series warning that if a large hurricane hit New Orleans the city's levees would likely be topped or broken, resulting in catastrophic flooding and thousands of deaths: http://www.nola.com/hurricane/?/washingaway/.

The National Geographic projected consequences in 2004:
http://www3.nationalgeographic.com/ngm/0410/features5/.

Studies and computer exercises including a major one in 2004, called "Hurricane Pam" [www.fema.gov/news/newsrelease.fema?id=13051] projected the results of a hurricane in precise detail -- particularly the deadly impact on low-lying, poor, predominantly Black working class areas: But five months after Katrina the establishment “newspaper of record” had only “discovered” this: “White House Was Told Hurricane Posed Danger”: the weekend before Hurricane Katrina made landfall, Homeland Security Department officials predicted its impact would be worse than the doomsday-like emergency planning exercise conducted in Louisiana in July 2004. In that drill, held because of common knowledge that New Orleans was susceptible to hurricane-driven flooding, emergency planners predicted that in a Category 3 storm, one million people would be forced to move away, 17 percent of the nation's oil refining capacity would be knocked out and as many as 60,000 lives might be lost. "Exercise projection is exceeded by Hurricane Katrina real-life impacts," the Aug. 27 department report said, two days before the storm hit New Orleans... A Homeland Security Department report submitted to the White House at 1:47 a.m. on Aug. 29, hours before the storm hit, said, "Any storm rated Category 4 or greater will likely lead to severe flooding and/or levee breaching." The internal department documents, which were forwarded to the White House, contradict statements by President Bush and homeland security secretary, Michael Chertoff, that no one expected the storm protection system in New Orleans to be breached. "I don't think anyone anticipated the breach of the levees," Mr. Bush said in a television interview on Sept. 1 http://select.nytimes.com/gst/abstract.html?res=F40E13F7385B0C778EDDA808...

The last "Hurricane Pam" simulation training exercise was completed August 24, 2005, less than a week before Hurricane Katrina struck the Gulf Coast, Penny Brown Roberts reported September 12, 2005, in The Advocate. "'It's eerie how close it is,'" said Madhu Beriwal, founder, president, and CEO of Innovative Emergency Management Inc., comparing "Hurricane Pam" to Hurricane Katrina. IEM "led a team of three firms"--URS Group, Inc. and Dewberry--"that created the simulation, working under contract for the Federal Emergency Management Agency." [5] The report produced following "Hurricane Pam" was "designed to be the first step toward producing a comprehensive hurricane response plan, jointly approved and implemented by federal, state and city officials," the Associated Press reported September 9, 2005. "But a lack of funding prohibited planners from quickly following up on the 2004 simulation. ... 'Money was not available to do the follow-up'," then FEMA director Michael D. Brown said.

The "Hurricane Pam" simulation, the week-long exercise outsourced to FEMA contractors in July 2004, "brought sustained winds of 120 mph, up to 20 inches of rain in parts of southeast Louisiana and storm surge that topped levees in the New Orleans area. More than one million residents evacuated and Hurricane Pam destroyed 500,000-600,000 buildings." [1][2]
"Pam's mock damage, spread over 13 Louisiana parishes, was extensive. Phone and sewer services were knocked out, chemical plants flooded. About 200 miles of road lay under at least 10 feet of water. About 175,000 people were injured, 200,000 became sick, and more than 60,000 were killed ... About 1,000 shelters would be needed for evacuees. The shelters would need to stay open 100 days, but state resources could only keep them stocked for five days at most. ... With many residents stranded by floodwaters, boats would be needed for about 20,000 rescues. Helicopters would be needed for 1,000 more rescues." And a "catastrophic flood ... would leave swaths of southeast Louisiana uninhabitable for more than a year." [3][4]

June 6, 2005: New Orleans –“U.S. Army Corps of Engineers faces huge budget cuts... major hurricane and flood protection projects will not be awarded to local engineering firms. Also, a study to determine ways to protect the region from a Category 5 hurricane has been shelved.”http://www.findarticles.com/p/articles/mi_qn4200/is_20050606/ai_n14657367/print

“It appears that the money has been moved in the president’s budget to handle homeland security and the war in Iraq, and I suppose that’s the price we pay. Nobody locally is happy that the levees can’t be finished, and we are doing everything we can to make the case that this is a security issue for us. -- Walter Maestri, emergency management chief for Jefferson Parish, Louisiana, New Orleans Times-Picayune, June 8, 2004.”http://www.pnionline.com/dnblog/attytood/archives/002331.html

The Air Force Electronic Systems Center on Tuesday asked for industry's help for the second time in three years in attacking and destroying enemies' computer networks....to help develop ideas and technologies as well as corrupt or degrade information in an adversary's networks and information systems... potential bidders should suggest technologies that can map an enemy's computer network, provide access to that network, help the Air Force manipulate data in enemy information systems and launch denial-of-service attacks. An ongoing series of studies and acquisitions at the center since the Air Force set up its Cyber Command [cybercom] last May shows the Defense Department is serious about going on the offensive in cyber space...

Aid 'piles up' as Haiti stays hungry

I am sitting a couple of hundred metres away from the runway of Port au Prince airport... just returned from a makeshift hospital less than a mile from here. Run by Dominicans, guarded by Peruvian UN soldiers, surrounded by desperate Haitians, who don't understand Spanish...Behind the gates of this former industrial park, people are dying. There are few supplies, few surgeons, no operating rooms. People are treated on clumsy wooden tables and sleep beneath trees. Many have critical injuries, internal bleeding and massive fractures. They need urgent help. They lie on the floor, on blankets in the dirt, as helicopters and planes come in to land at the airport. So close, but yet so far. A week after the earthquake, aid is still not reaching them.. someone is in charge at the makeshift hospital across the road. Alphonse Edward says they have treated two to three thousand people here since the earthquake... a helicopter flies overhead and the irony [SIC] of the aid being so close but so far away is laid bare. Mr Edward is angry. He is Haitian American and feels let down. "We can see the helicopters land, they have two army field hospitals right there," he says....

...The horrifying fact is there are Haitians dying from cuts left unattended...others with the gaping holes in their bodies...Patients still being treated outside while flies paid more attention to their wounds than anything else. Cries of "whoi, whoi, whoi" as doctors tried to clean wounds that more than likely would lead to amputation. Surgeons busy slicing away at limbs.... "I need to know where we put the leg when we've cut if off? Out came a clear plastic garbage bag...Dr Lightbourne:" when I tell them it's OK for ttem to leave they tell me they have nowhere to go.

such chilling claims do not match the reality on the ground; and by trumpeting a distorted and sensational picture about the violence...aid officials may be culpable of undermining the aid effort they are supposed to be promoting. I traveled into Haiti's disaster zone last week from the Dominican Republic...alone and on a bus, whose passengers were mostly Haitians, including some living in the US. Since then, whether on the road to Port-au-Prince or within the city, I have not witnessed anyone wielding a gun, a machete or a club of any kind. Nor have I witnessed an act of violence...
Any violence is localised and sporadic...there appears to have been little attempt to distinguish carefully between destructive acts of criminality and starving people helping themselves to what they can forge, the overriding sentiment is that a catastrophe on this scale shouldn't have to wait for aid because blanket security [SIC] is the absolute priority... hundreds of journalists, volunteers from churches and private individuals have traveled in from the Dominican Republic, some of them bringing in desperately needed aid. From what I know, not a single person who has attempted to provide assistance to the people of Port-au-Prince, including medics, has run into any serious trouble....
Reports about marauding, machete-wielding gangs taking over Port-au-Prince are very wide of the mark. The people are welcoming and helpful to those who come to help them and, if anything, go out of their way to ensure you are safe. Last weekend, in the park near the destroyed presidential palace, which has become a makeshift refugee camp for tens of thousands, we meet three Cuban doctors and nurses.... working alone, without an escort, and treating a large group of injured men women and children, who calmly waited their turn. That night, on the other side of the park, I saw a group of homeless queueing to collect water in plastic containers. No one was harassing them, and there was no sign of any of the criminal gangs that supposedly now rule the streets... Of all the disasters I've covered in recent years, the response to this has perhaps been the most... disastrous in itself...

En route to Port-au-Prince I met David Pierre-Louis,[see below] a 31-year-old Haitian-American, who had come to find his mother and bring much needed medical supplies...he found her alive and well, and later, she and a local nurse used the medicine David brought all the way from Seattle to set up a makeshift clinic on a street near her shattered home.David, who runs a jazz club ["Lucid"] in Seattle, is trying to fill the void by sending medical supplies paid for by donations from the Haitian-American community and other concerned Americans. He told me:
"Haitians here cannot understand why they're not getting help, especially as the way the violence is portrayed is not right. The people are unhappy that there's been no assistance but do you see them rioting in the streets? No. "People are hungry and needy and yet they're being portrayed as savages. Aid is not getting there quick enough... because the solution is right there and we have the power to do it."

Russian plane with relief aid for Haiti stranded in Caracas

CARACAS, January 21 (Itar-Tass) - A Russian Ministry of Emergency Situations plane with relief cargo onboard has been stranded in Venezuela for more than 24 hours unable to leave for the quake-stricken Haiti. Russia’s Charges d’Affaires in Venezuela Vladimir Tokmakov told Itar-Tass that the IL-76 plane was grounded in Caracas because U.S. air traffic controllers, who are in control of the Port –au-Prince airport, were constantly delaying permission to fly into the Haitian capital....

This 'back road to China' as Burma was called in WW2, has long been a key to the overall u.s. domination of Asia... Unable to overthrow the Myanmar govt. despite massive USAID/NGO soft power efforts, the 'natural disaster' offered opportunity for more direct military 'aid' invasion, in the name of 'accepting responsibility for the aftermath', e.g. U.S. control.
Military intervention would work in Myanmar
By Robert D. Kaplan
May 18, 2008
.... this is militarily doable. The challenge is the politics, both internationally and inside Myanmar. Because one can never assume an operation will go smoothly, it is vital that the United States carry out such a mission only as part of a coalition including France, Australia and other Western powers. Of course, the approval of the U.N. Security Council would be best, but China -- the junta's best friend -- would likely veto it. And yet China -- along with India, Thailand and, to a lesser extent, Singapore -- have been put in a very uncomfortable diplomatic situation. China and India are invested in port enlargement and energy deals with Myanmar. Thailand's democratic government has moved closer to the junta for the sake of logging and other business ventures. Singapore, a city-state that must get along with everybody in the region, is suspected of acting as a banker for the Burmese generals. All these countries quietly resent the ineffectual moral absolutes with which the United States, a half a world away, approaches Myanmar. A humanitarian invasion of Myanmar is militarily doable, but we would have to accept significant responsibility for the aftermath. http://www.nytimes.com/2008/05/14/opinion/14kaplan.html?th&emc=th

Myanmar appears to nix US Navy help, saying "strings attached"
http://www.iht.com/articles/ap/2008/05/22/asia/AS-GEN-Myanmar-US-Militar...
BANGKOK, Thailand: With their history of xenophobia, no one expected Myanmar's generals to welcome with open arms an uninvited flotilla of U.S. warships trying to help bring relief to millions severely affected by Cyclone Nargis... Instead, Myanmar gave a go-ahead for a far smaller operation of 10 helicopters from the U.N.'s World Food Program — which must be chartered, flown in on cargo planes and reassembled in Bangkok. "The strings attached to the relief supplies carried by warships and military helicopters are not acceptable to the Myanmar people," said the New Light of Myanmar newspaper, a mouthpiece for the ruling junta."This is purely a humanitarian mission," said Lt. Col. Douglas Powell, a spokesman for the stalled Operation Caring Response. The media report hinted that Myanmar's real fear is that the U.S. would use the disaster as a pretext to invade and take control ... So instead of utilizing the U.S. military's assets, Myanmar has agreed to allow a relief operation focused more on the use of the helicopters operated by the World Food Program. It has also been more open to aid from neighboring countries such as Thailand and India...

U.S. Behind Haiti Earthquake?
Bob Brewin's Take on Defense Information Technology
http://whatsbrewin.nextgov.com/2010/01/us_behind_haiti_earthquake.php?or...
Some truly off-the-wall comments on a story on the Haitian relief operations I wrote last week suggest that Haiti was not hit by an earthquake but some sort of a planned attack by the United States. I have been pondering what kind of weapon could mimic a magnitude 7.0 earthquake, when the answer popped into my e-mail on Thursday. The Air Force, Navy, Defense Advanced Research Projects Agency and University of Alaska funded High Frequency Active Auroral Research Program (HAARP) projects to use high-powered radio transmitters located near Gakona, Alaska, to conduct ionospheric research. HAARP conspiracy theorists have conjectured since the mid-1990s that the Defense Department plans to use modified global weather to impair the mental health of large populations and knock out worldwide communications systems. Now this just in: Venezuelan President Hugo Chavez has suggested the United States used HAARP to cause the Haiti earthquakes. Somehow, according to comments I have received says the Defense Information Systems Agency - DISA - is enmeshed in this...

"As one specialist noted, 'By the year 2018, technology will make available to the leaders of the major nations, a variety of techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised. One nation may attack a competitor covertly by bacteriological means, thoroughly weakening the population (though with a minimum of fatalities) before taking over with its own armed forces. Alternatively, techniques of weather modification could be employed to produce prolonged periods of drought or storm....(Gordon J. F. MacDonald, "Space," in Toward the year 2018, p.34)...

... it may be possible--and tempting--to exploit for strategic-political purposes the fruits of research on the brain and on human behavior. Gordon J. F. MacDonald, a geophysicist specializing in problems of warfare, has written that timed artificially excited electronic strokes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth.... In this way, one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period.... No matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages to some, the technology permitting such use will very probably develop within the next few decades..
City life today is definitely leading to mass mental disease, to growing vandalism and possible eruptions of mass violence." ...

The technetronic era involves the gradual appearance of a more controlled society. Such a society would be dominated by an elite, unrestrained by traditional values. Soon it will be possible to assert almost continuous surveillance over every citizen and maintain up-to-date complete files containing even the most personal information about the citizen. These files will be subject to instantaneous retrieval by the authorities.”...

"It isn't just conspiracy theorists who are concerned about HAARP. In January of 1999, the European Union called the project a global concern and passed a resolution calling for more information on its health and environmental risks. Despite those concerns, officials at HAARP insist the project is nothing more sinister than a radio science research facility."
From Two major media documentaries, one by Canada's public broadcasting network CBC and the other by the History Channel, reveal the inner workings of HAARP in a most powerful way. The very well researched CBC documentary. To view the European Union (EU) document which brings HAARP and similar electromagnetic weapons into question, click here. The actual wording at bullet point 24 in this telling document states that the EU "considers HAARP by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body before any further research and testing." This document further states that the EU regrets the repeated refusal of the U.S. government to send anyone to give evidence on HAARP.
HAARP (High Frequency Active Auroral Research Program) is a little-known, yet critically important U.S. military defense program which has generated quite a bit of controversy over the years in certain circles. Though denied by HAARP officials, some respected researchers allege that secret electromagnetic warfare capabilities of HAARP are designed to forward the US military's stated goal of achieving full-spectrum dominance by the year 2020. Others go so far as to claim that HAARP can and has been used for weather modification, to cause earthquakes and tsunamis, to disrupt global communications systems, and more. Major aspects of the program are kept secret for alleged reasons of "national security."

Operation Popeye
http://en.wikipedia.org/wiki/Operation_Popeye
Operation Popeye (Project Popeye/Motorpool/Intermediary-Compatriot) was a US military cloud seeding operation (running from March 20, 1967 until July 5, 1972) during the Vietnam war to extend the monsoon season [initially] over Laos, specifically areas of the Ho Chi Minh Trail... seeded clouds with silver iodide, resulting in targeted areas seeing extension of the monsoon period an average of 30 to 45 days... considered relatively successful.[1] Operation Popeye goal was to increase rainfall in carefully selected areas to deny the Vietnamese enemy, namely military supply trucks, the use of roads by: Softening road surfaces, Causing landslides along roadways, Washing out river crossings, Maintaining saturated soil conditions...
Starting March 20, 1967 and continuing through every rainy season (March to November) in Southeast Asia until 1972, operational cloud seeding missions were flown. Three C-130 aircraft and two F4-C aircraft based at Udorn Royal Thai Air Force Base Thailand flew two sorties per day. The aircraft were officially on weather reconnaiseance missions and the aircraft crews as part of their normal duty generated weather report information. The crews, all from the 54th Weather Reconnaissance Squadron, were rotated into the operation on a regular basis from Guam. Inside the squadron, the rainmaking operations were code-named "Motorpool"....
The initial area of operations was the eastern half of the Laoian panhandle. On 11 July 1967, the operational area was increased northward to around the area of the 20th parallel and included portions of far western North Vietnam. In September 1967, The A Shau Valley in South Vietnam was added to the operational area. Operations over North Vietnam were eliminated on April 1, 1968 concurrent with conventional bombing restrictions being put into effect. The southern region of North Vietnam was added to the operational area on September 25, 1968 then removed on November 1st of that year concurrant with a halt to conventional bombing of North Vietnam. In 1972, most of northeastern Cambodia was added to the operational area...

It penetrates tropical cyclones and hurricanes at altitudes ranging from 500 to 10,000 feet (151.7 to 3033.3 meters) above the ocean surface depending upon the intensity of the storm. The aircraft’s most important function is to collect high density/high accuracy weather data from within the storm’s environment. This includes penetration of the center (eye) of the storm. This vital information is instantly relayed by satellite to the National Hurricane Center to aid in the accurate forecasting of hurricane movement and intensity. The WC-130 is flown exclusively from Keesler Air Force Base, MS, by the 53rd Weather Reconnaissance Squadron, an AFRC organization known as the Hurricane Hunters. Its hurricane reconnaissance area includes the Atlantic Ocean, Caribbean Sea, Gulf of Mexico and central Pacific Ocean areas.

Pentagon analysis: 'Once again warfare would define human life. Deaths from war and famine run into the millions until the planet's population is reduced by such an extent the Earth can cope..."
2004 Secret Pentagon Report tells Bush: climate change, rioting and nuclear war; threat 'vastly' greater than terrorism
Mark Townsend and Paul Harris from New York.
www.guardian.co.uk/environment/2004/feb/22/usnews.theobserver
... Climate change over the next 20 years could result in a global catastrophe costing millions of lives in wars and natural disasters.
A secret report, suppressed by US defense chiefs and obtained by The Observer. Key findings of the Pentagon Report · Future wars will be fought over the issue of survival rather than religion, ideology or national honor... A 'significant drop' in the planet's ability to sustain its present population will become apparent over the next 20 years. Deaths from war and famine run into the millions until the planet's population is reduced by such an extent the Earth can cope .
Riots and internal conflict tear apart India, South Africa and Indonesia. Access to water becomes a major battleground. The Nile, Danube and Amazon are all mentioned as being high risk...
More than 400m people in subtropical regions at grave risk.
Rich areas like the US and Europe would become 'virtual fortresses' to prevent millions of migrants from entering after being forced from land drowned by sea-level rise or no longer able to grow crops. Waves of boatpeople pose significant problems. Europe will face huge internal struggles as it copes with massive numbers of migrants washing up on its shores. Immigrants from Scandinavia seek warmer climes to the south. Southern Europe is beleaguered by refugees from hard-hit countries in Africa...
Nuclear arms proliferation is inevitable. Japan, South Korea, and Germany develop nuclear-weapons capabilities, as do Iran, Egypt and North Korea. Israel, China, India and Pakistan also are poised to use the bomb....Nuclear conflict, mega-droughts, famine and widespread rioting will erupt across the world. The document predicts that abrupt climate change could bring the planet to the edge of anarchy as countries develop a nuclear threat to defend and secure dwindling food, water and energy supplies. The threat to global stability vastly eclipses that of terrorism, say the few experts privy to its contents.
'Disruption and conflict will be endemic features of life,' concludes the Pentagon analysis. 'Once again, warfare would define human life.'...
The report was commissioned by influential Pentagon defense adviser Andrew Marshall, who has held considerable sway on US military thinking over the past three decades. He was the man behind a sweeping recent review aimed at transforming the American military under Defense Secretary Donald Rumsfeld.
Climate change 'should be elevated beyond a scientific debate to a US national security concern', say the authors, Peter Schwartz, CIA consultant and former head of planning at Royal Dutch/Shell Group, and Doug Randall of the California-based Global Business Network.....

"Slumdog Millionaire" enemy's strategic urban vulnerability, fear. and terror ... our potential strength for victory [see Brzezinski above]
PLANET OF THE SLUMS: the slum has become the weakest link in the American empire.
By Mike Davis,
TomDispatch.com, April 19, 2004
Today the world is dominated by huge cities, concentrating the working classes of various nations, including the USA, and shifting the balance of power to them.Despite promises and strategies to the contrary articulated here, this new problem for the capitalists and their governments is insoluble ('capitalism does in fact produce its own gravediggers).
The Mogadishu debacle of 1993, when neighborhood militias inflicted 60% casualties on elite Army Rangers, forced U.S. strategists to rethink what is known in Pentagonese as MOUT: "Militarized Operations on Urbanized Terrain." Ultimately, a National Defense Panel review in December 1997 castigated the Army as unprepared for protracted combat in the near impassable, maze-like streets of the poverty-stricken cities of the Third World. "The future of warfare," the journal of the Army War College declared, "lies in the streets, sewers, high-rise buildings, and sprawl of houses that form the broken cities of the world." Military theorists are now deeply involved in imagining how the evolving capacity of high-tech warfare can contain, if not destroy, chronic "terrorist" insurgencies rooted in the desperation of growing megaslums. To help develop a geopolitical framework for urban war-fighting, military planners turned in the 1990s to the RAND Corporatio One of the most important RAND projects, initiated in the early 1990s, has been a major study of "how demographic changes will affect future conflict." The bottom line, RAND finds, is that the urbanization of world poverty has produced "the urbanization of insurgency" ( The Urbanization of Insurgency: The Potential Challenge to U.S. Army Operations http://www.rand.org/pubs/monograph_reports/MR398/]
"Insurgents are following their followers into the cities," RAND warns, "setting up 'liberated zones' in urban shantytowns. Neither U.S. doctrine, nor training, nor equipment is designed for urban counterinsurgency." As a result, the slum has become the weakest link in the American empire....
Captain Thomas [ Slumlords: Aerospace Power in Urban Fights www.airpower.maxwell.af.mil/airchronicles/apj/apj02/spr02/thomas.html] like RAND, is brazenly confident that the Pentagon's massive new investments in MOUT technology and training will surmount all the fractal complexities of slum warfare. Weather Warfare: Beware the US military’s experiments with climatic warfare
‘Climatic warfare’ has been excluded from the agenda on climate change.

The Ultimate Weapon of Mass Destruction: "Owning the Weather" for Military Use
by Michel Chossudovsky

This article is follow-up on an earlier study by the author entitled Washington's New World Order Weapons Have the Ability to Trigger Climate Change, Third World Resurgence, January 2001, http://www.globalresearch.ca/articles/CHO201A.html
Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war." (Eco News) What are the underlying causes of extreme weather instability, which has ravaged every major region of the World in the course of the last few years?
Hurricanes and tropical storms have ravaged the Caribbean. Central Asia and the Middle East are afflicted by drought. West Africa is facing the biggest swarm of locusts in more than a decade. Four destructive hurricanes and a tropical rain storm Alex, Ivan, Frances, Charley and Jeanne have occurred in a sequence, within a short period of time. Unprecedented in hurricane history in the Caribbean, the island of Grenada was completely devastated: 37 people died and roughly two-thirds of the island's 100,000 inhabitants have been left homeless; in Haiti, more than two thousand people have died and tens of thousands are homeless. The Dominican Republic, Jamaica, Cuba, the Bahamas and Florida have also been devastated. In the US, the damage in several Southern states including Florida, Alabama, Georgia, Mississippi and the Carolinas is the highest in US history.

A study released in July 2003, by the World Meteorological Organization (WMO) places the blame, without further examination, at the feet of global warming:
"These record extreme events [high temperatures, low temperatures and high rainfall amounts and droughts] all go into calculating the monthly and annual averages which, for temperatures, have been gradually increasing over the past 100 years," the WMO said in its statement (CNN, July 3, 2003, http://www.cnn.com/2003/WEATHER/07/03/wmo.extremes/ )
While global warming is undoubtedly an important factor, it does not fully account for these extreme and unusual weather patterns.

Climatic Manipulation by the US Military: The HAARP Program
The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, has been in existence since 1992. It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere"...

Nicholas Begich --actively involved in the public campaign against HAARP-- describes HAARP as: "A super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead." (for further details see Michel Chossudovsky, http://www.globalresearch.ca/articles/CHO201A.html ). World renowned scientist Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet." (quoted in Chossudovsky, op cit.)

According to Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton HAARP constitutes "an irresponsible act of global vandalism." He and others fear a secret second stage where HAARP would "beam much more energy into the ionosphere. That could produce a severe disruption of the upper atmosphere at one location that may produce effects that spread rapidly around the Earth for years." (Quoted in Scott Gilbert, Environmental Warfare and US Foreign Policy: The Ultimate Weapon of Mass Destruction,
http://www.globalresearch.ca/articles/GIL401A.html )

HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (quoted in Chossudovsky, op cit)...
HAARP also has the ability of triggering blackouts and disrupting the electricity power system of entire regions.

Weather Warfare
The significant expansion in America's weather warfare arsenal, which is a priority of the Department of Defense is not a matter for debate or discussion. While, environmentalists blame the Bush administration for not having signed the Kyoto protocol, the issue of "weather warfare", namely the manipulation of weather patterns for military use is never mentioned.
The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. These capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes. In recent years, large amounts of money have been allocated by the US Department of Defense to further developing and perfecting these capabilities.

Established in 1992, HAARP, based in Gokona, Alaska, is a system of high--powered antennas that transmit, through high-frequency radio waves, massive amounts of energy into the ionosphere (the upper layer of the atmosphere). Their construction was funded by the US Air Force, the US Navy and the Defense Advanced Research Projects Agency (DARPA). Operated jointly by the Air Force Research Laboratory and the Office of Naval Research... The HAARP project is one among several collaborative ventures in advanced weapons systems between the two defence giants. The HAARP project was initiated in 1992 by Advanced Power Technologies, Inc. (APTI), a subsidiary of Atlantic Richfield Corporation (ARCO). APTI (including the HAARP patents) was sold by ARCO to E-Systems Inc, in 1994. E-Systems, on contract to the CIA and US Department of Defense, outfitted the ‘Doomsday Plan’, which ‘allows the President to manage a nuclear war’.Subsequently acquired by Raytheon Corporation, it is among the largest intelligence contractors in the World. BAES was involved in the development of the advanced stage of the HAARP antenna array under a 2004 contract with the Office of Naval Research... The project, according to a July report in Defense News, was undertaken by BAES’s Electronic Warfare division. In September it received DARPA’s top award for technical achievement for the design, construction and activation of the HAARP array of antennas.

An analysis of statements emanating from the US Air Force points to the unthinkable: the covert manipulation of weather patterns, communications systems and electric power as a weapon of global warfare, enabling the US to disrupt and dominate entire regions of the World. The HAARP Programme is fully operational...

“War on Terror” a Cover for US Terrorism
By Paul J. Balles
"Dissent... is becoming an act of terrorism "
Chris Hedges
http://www.informationclearinghouse.info/article24457.htm
January 20, 2010 ...It's a fraud. The "war on terrorism" branded by America is a propaganda cover for the worst terrorists in the world. What was the invasion and occupation of Iraq... a war was born of a fraud... the invasion of Afghanistan [after] the Taliban asked the US to provide evidence of Osama bin Laden's complicity in the 9/11 affair before deporting him...
terrorizing Libya, Somalia, Sudan and Yemen. Not only are countries America bombs terrorized. Every other country that might disobey our commands is threatened and made to fear for its existence... life outside America and its stooges isn't worth a tinker's damn to terrorist America. Some 567,000 Iraqi children under the age of five died from American sanctions on Iraq. On 60 minutes in 1996, Secretary of State Madeleine Albright said: "We think the price is worth it."
As of January 2010 since the invasion and occupation of Iraq in 2003, 1,366,350 Iraqi lives have been lost to terrorist slaughterers.... Guantanamo, Abu Ghraib, Bagram and rendition programmes nothing but terrorizing...any Arab or Muslim with negative feelings toward America...American Arabs and Muslims have been the objects of American terrorism ever since 9/11. According to Chris Hedges, “An Arab American, Syed Fahad Hashmi, made provocative statements, including calling America “the biggest terrorist in the world”. That led to his arrest and prosecution on trumped up charges, in much the same way that Professor Sami al-Aryan lost his job and freedom for being an outspoken critic of US and Israeli policy.

Hedges... says, “the state can detain and prosecute people not for what they have done, or even for what they are planning to do, but for holding religious or political beliefs the state deems seditious. The first of those targeted... will not be the last... across America's terror war fronts in Iraq, Afghanistan, Somalia and Yemen a multitude... are further embittered against America's terrorist killings..."You want to stop the 'radicalization' of young Muslims? It's simple: stop killing innocent Muslims in wars of domination all over the world. Stop running ‘covert ops’ in every nation of the world (as Obama's ‘special envoy’ Richard Holbrooke admitted last week) – murders, kidnappings, corruption and deception that make a howling mockery of the very ‘civilized values’ these wars and ops purport to defend" as Chris Hedges said. If America wants to stop terrorism, it needs to stop terrorizing the world.

The Obama administration to spend more on Pentagon than any administration since 1948
Among the findings of two 18 January reports on the dynamics of recent defense spending from the Project on Defense Alternatives.
Two PDA reports released today dissect an "Unprecedented" spike in defense spending, citing as causes ambitious Pentagon goals, failed reforms, and weak priorities.
Since 1998 the Pentagon has spent more than $6.5 trillion. More than $2 trillion of this sum was above the levels set in 1998. But only half of the added funds were for recent wars and military operations. Among other things, this surge in spending has allowed the Defense Department to re-inflate its workforce to Cold War levels. And almost all the expansion is contractor labor.
According to the reports, the boost in spending after 1998 is unmatched over a nearly 60-year period, edging out both the Reagan and the Kennedy-Johnson spending surges. The Obama administration, in a move likely to confound critics and supporters alike, plans to spend more on the Pentagon than any administration since 1948...
Also adding to war costs...an entirely new round of buying was needed to support counter-insurgency operations.... the most serious problem cited in the studies was the adoption of ambitious new roles, missions, and strategies for a reduced military after the Cold War ended. A variety of reform and transformation efforts were supposed to make it possible for a smaller military to do more. But these efforts fell short of their promise. So costs rose with ambitions.
Since the mid-1990s, the Pentagon has turned increasingly to private contractors to help fill the gap between ambitious strategies and the available number of military personnel. The report finds that the Pentagon's contractor workforce has probably grown by 40% since 1989 – while the numbers of military personnel and civilian DoD employees have declined by more than 30%... the proportion of private contractors used today is five times higher than during the Vietnam war.
