Schools and churches are boarded up. Scores of houses still bear the familiar "X" spray painted on doors and the front of houses to designate a building had been searched... The only difference is they are faded now. But politicians, investors and celebrities continue to promise a better future ... for the area that hasn't had one supermarket in 20 years...Developers hope to get federal hurricane recovery low-interest and forgivable loans...Other parts of New Orleans have flourished thanks to federal recovery dollars that have brought new businesses, schools and streets. Entrepreneurship and civic engagement is up, city schools have shown test-score gains and the middle class is growing, according to a new report by the Greater New Orleans Community Data Center tracking the city's recovery...Not everyone is convinced.

FEMA – in a stop-and-start push to recoup millions of dollars in disaster aid – is reminding storm victims why they often curse the agency's name. As a new hurricane season begins Wednesday, FEMA is reviewing more than $600 million paid to roughly 154,000 victims of hurricanes Katrina to determine how much it overpaid or mistakenly awarded to victims of the 2005 Katrina hurricane...to demand some return money. FEMA already has sent letters to thousands of victims of other disasters, asking them to return more than $22 million. Letters to victims of the 2005 hurricanes could go out in a matter of months...
Government forecasters are expecting an above average Atlantic storm season, three to six major hurricanes, that have winds of 111 mph or higher. While no hurricane that strong has made landfall since 2005, forecasters warned not counting on that streak to continue."When you get these high levels of activity the likelihood of a hurricane striking the U.S. goes up quite a bit," said Gerry Bell, lead seasonal hurricane forecaster at NOAA's Climate Prediction Center in Washington....
FEMA's attempts to collect Katrina and Rita overpayments already have sputtered once. Residents who lost homes filed a class-action lawsuit in 2007 challenging the denial of their housing aid and the recoupment process. The lawsuit argued that FEMA's debt collection efforts were full of errors, based on vague standards and without hearings that would ensure fair treatment and ordered FEMA to suspend the debt collection in 2007, while the lawsuit was pending. FEMA responded by withdrawing all debt notices sent to Katrina and Rita victims and drawing up new guidelines that the agency says will give victims clearer explanations and more opportunities to appeal. With those guidelines finally approved this year, FEMA started reviewing the backlog of potentially improper payments. FEMA letters will give individuals at least 30 days to pay back money, explain their ability to appeal, apply for a hardship waiver or seek a compromise."Under our current leadership, strong protections have been put in place to greatly reduce the error rate of improper disaster payments," Racusen said in a statement. The agency said it has slashed its error rate involving disaster payments from 14.5 percent after Katrina to about 3 percent in 2009.

For now, power outages and flooding will close some businesses, costing workers pay and likely increasing some temporary layoffs. Transportation and shipping may also be disrupted. The length of the outages and the extent of public transportation problems in cities like New York will help determine the costs, analysts said. One concern is that weak economic data, even if blamed on a natural disaster, could weigh on consumer confidence and make businesses reluctant to spend. But major fixtures of the economy are already returning to normal. The New York Stock Exchange and NASDAQ are preparing to open Monday. Mayor Michael Bloomberg lifted a mandatory evacuation order for lower Manhattan as of 3 p.m. Sunday. Airlines planned to resume some flights into and out of East Coast airports Monday. ..
For ordinary people in hard-hit areas, Irene's costs could run high. Victims of natural disasters often lack the insurance they need to recover their losses and return to work quickly, said Susan Voss, Iowa's top insurance regulator and president of the National Association of Insurance Commissioners. People who lose homes can end up in temporary housing far from their homes and workplaces. Many don't realize that flood damage isn't covered by standard homeowner's insurance policies. A standard homeowner policy covers damage caused by wind or by rain through a damaged roof. A separate flood insurance policy would be needed to cover damage from rising water, such as from the storm surges unleashed by Irene.

To help develop a geopolitical framework for urban war-fighting, military planners turned in the 1990s to the RAND Corporation: Dr. Strangelove's old alma mater. RAND, a nonprofit think tank established by the Air Force in 1948, notorious for war-gaming nuclear Armageddon in the 1950s and helping plan the Vietnam War in the 1960s. These days RAND does cities - big time. Its researchers ponder urban crime statistics, inner-city public health, and the privatization of public education. They also run the Army's Arroyo Center which has published a small library of recent studies on the context and mechanics of urban warfare.
One of the most important RAND projects, initiated in the early 1990s, has been a major study of "how demographic changes will affect future conflict." The bottom line, RAND finds, is that the urbanization of world poverty has produced "the urbanization of insurgency" (the title, in fact, of their report)...

A "CATASTROPHIC SUCCESS": CALCULATED HOLOCAUST A LINK IN THE CHAINS of POST-MODERN SLAVERY [See Appendix B for definitions of terms 'genocide, ‘crimes against humanity’] Hurricane Katrina was no surprise, no act of 'mother nature', the gods, or the result of bureaucratic incompetence. The geographic and human impact of a major hurricane on New Orleans was manmade and calculated in detail. It is genocide. Subjecting the 90% Black population of lower New Orleans to terror, degradation, destruction and death, making a million mostly Black people who built this country displaced "refugees" with non-status, is business as usual in U.S. history. What's new is that capitalism's ruthless racism became visible to millions who until then, had the class and race privilege to remain untouched by, even unaware of, its savage reality.

Major capitalist media accounts continue to be complicit in this racist holocaust, but reality eventually trumps propaganda and truth can never be totally whitewashed: this holocaust part of the world's arsenal of U.S. imperialism's unprecedented crimes against humanity. The whole world watched in horror. They saw capitalist democracy means treating poor Black people worse than animals in postmodern slavery. They saw democracy in action declare martial law, mercenary Blackwater thugs prevent an escape from Katrina, the immediate assistance in the wake of the 'perfect storm'. The Greyhound bus terminal and Amtrak had shut down Saturday night, so the poor without wheels were forced to stay. Those forced into the Superdome were imprisoned in accumulating garbage, sewage and corpses.

A Spanish politician tourist and spouse trapped in the Superdome shouted in horror to a camera what never made it to the 'news': "this is genocide, imprisoning tens of thousands of people without food, water, sanitation, medical care...". The couple was quickly removed by the martial-law troops, while thousands of mostly Black survivors, now destitute and desperate by the hands of the state, suffered in despair and fury the deliberate degradation of being treated like dangerous criminals from whom the state had to rescue "good" people. It wasn't accidental and it wasn't unique: a white British soccer team and other whites were also "rescued" from “danger” by the state and moved to "safer" locations -- away from poor working class Blacks' intended fate. The people imprisoned in that hell, supporting each other through unbearably inhuman conditions, with selfless and heroic ingenuity helping each other cling to life without food, water, fresh air, or sanitation, were portrayed by the media with a nauseating mix of faux sympathy and vile racist headline-making lies.
Black men had to "loot" guns to protect survivors from the state and its marauding, armed white thugs, to scavenge and organize food and medicine distribution according to need ----
an inspiring glimpse of how we the people will eventually get rid of the parasites -- who no doubt watched in horror this unity instead of the destructive disunity they expected. So thousands of true stories were deliberately twisted or buried by the state-sponsored major capitalist media under piles of inflammatory racist rumors and allegations ---- later admitted false or "exaggerated" by "unnamed sources" to pervert growing public anger at the government into racist support for the military occupation.

In the great flood of 1927, again a racist manmade terror, not a 'natural disaster,' when vast numbers of Black men in the city were rounded up by police and sheriffs and impounded under armed guard, essentially as a reserve slave labor force for the levees if it came to that. Meanwhile whites-only trains evacuated the city. As it happened, the levees of New Orleans held up -- because pressure on them was released by dynamiting levees below the city -- so the floodwaters drowned out the Cajuns in the swamps. The bitter popular reaction to all that was what helped bring Huey Long, “the Kingfish,” to power. This is the historical precedent for what many believe was deliberate bombing of the levees to drown the poor Black section of New Orleans. "The Great New Orleans Land Grab: 17th Street Canal levee was breached on purpose. * "A CATASTROPHIC SUCCESS", Jeff Wells ...Let's not kid ourselves: counting those now dead and those surely soon to die, there are likely to be thousands, even tens of thousands of fatalities. There's a Tuesday night conversation with a paramedic in Gulf Port, Mississippi reported on Free Republic. He described scenes of bodies hanging in trees and entire families found drowned in their homes. When told the official number of dead, "he got very quiet," then said "dude, we are picking up 30 at a time...thousands are dead. Why aren't they saying...? I guess I better shut up then - don't give my name." Perhaps they'll be counted like the dead of Iraq, and we'll never know the truth, only believe it. The magnitude of the devastation, and the rapidly deteriorating situation in New Orleans, seems finally to be dawning on the corporate media. Still, the lead story too often is "looting," like it too often isn't when the looters are CEOs stealing the necessities of someone else's life. We ought to remember Donald Rumsfeld's analysis of the tearing of another city's social fabric: "The images you are seeing on television you are seeing over and over and over, and it's the same picture of some person walking out of some building with a vase, and you see it 20 times and you think, 'My goodness, were there that many vases?'" New Orleans Mayor Ray Nagin is "very upset" an attempt to plug the breach in the levee was called off, and doesn't know by whom: "He said the sandbags were ready and all the helicopter had to do was 'show up'.... He was assured that officials had a plan and a timeline to drop the sandbags on the levee breach." He is still not sure who gave the order to cancel it. At another Press Conference, Nagin complained about being unable to reach the White House, as the White House said they were in constant communication, and FEMA representatives claimed everything were under control. Since 2003, Washington has been diverting funds intended for the repair of the New Orleans' levee system and pouring them into the breach of Iraq. Nearly half of Louisiana's National Guard are also in Iraq, I suppose to fight the hurricane over there so we don't have to fight it over here. Instead of the protection of the Guard, the Gulf Coast is falling under the authority of Northern Command ("Defending the Homeland is Job #1") which, since it's creation in 2002, has been a violation of the spirit and the law of the Posse Comitatus Act. But never mind that now, since martial law has made land in New Orleans. There is something unnatural about this. I don't mean to suggest that the hurricane was driven by HAARP or scalar waves, though I could. Because as I've said before, we are entering a period of human history - the final period, if we don't watch ourselves - in which our speaking of the natural world means little more than a nostalgic conceit. That which used to be expressly "Acts of God" are being folded into the mission of the US military. Black enslavement, on which this country's white supremacist "manifest destiny" was built, drove capitalist expansion in its crusade for global empire. The culmination today is its barbaric state terror world war to expand and secure its 'full spectrum domination'.

A Black nation, social, political and cultural bonds forged in the struggle against slavery, grew into the "60's" Black National struggle for liberation from institutionalized oppression. A powerful movement led by the Black Panther Party grew into the revolutionary upsurge of the 1960s and 70's, spawning Brown Panthers, then White and Pink Panthers here in the belly of the beast, millions united, in solidarity with the national liberation wars burning US imperialism across the Third World. An anti-imperialist and socialist revolutionary world was at its door. The rule of capitalist white supremacy was threatened for the first time. Killer Kissinger wishfully called it a potential 'power vacuum'

Today U.S. capitalism is in deep structural crisis. Historically it has used world wars to resolve such major crises, expanding its domination by eliminating or coopting capitalist competition and ant-capitalist resistance. The bogus "war on terrorism", a world war of a new type, is a futile attempt to permanently solidify its global rule over a "new world order" -- an imperialist war of state terror against all opposition to its global white Christian-zionist "manifest destiny". As this fascist fantasy suffers growing defeats -- by the Iraqi National Resistance, the heroic Libyan and Palestinian people, by resistance on every continent, the US must expand its historically unprecedented "big lies" and brutality, generating ever more world hatred...and anti-imperialist resistance. Objective of our policy toward Black Africa is to prevent social upheavals which could radically change the political situation throughout the area. The success or failure of our policy in the region depends on the solution international
and internal issues whose importance of the United States is on the increase.

II. A. U.S. INTERESTS IN BLACK AFRICA

A multiplicity of interests influences the U.S. attitude toward black Africa. The most important of these interests can be summarized as follows:

1. POLITICAL
If black African states assume attitudes hostile to the U.S. national interest, our policy toward the white regimes; which is a key element in our relations with the black states, may be subjected by the latter to great pressure for fundamental change. Thus the West may face a real danger of being deprived of access to the enormous raw material resources of southern Africa which are vital for our defense needs as well as losing control over the Cape sea routes by which approximately 65% of Middle Eastern oil is supplied to Western Europe.

Moreover, such a development may bring about internal political difficulties by intensifying the activity of the Black movement in the United States itself.

It should also be borne in mind that black Africa is an integral part of a continent where tribal and regional discord, economic backwardness, inadequate infrastructures, drought, and famine, are constant features of the scene. In conjunction with the artificial borders imposed by the former colonial powers, guerilla warfare in Rhodesia and widespread indignation against apartheid in South Africa, the above factors provide the communist states with ample opportunities for furthering their aims. This must necessarily redound to the detriment of U.S. political interests.

2. ECONOMIC
Black Africa is increasingly becoming an outlet for U.S. exports and investment. The mineral resources of the area continue to be of great value for the normal functioning of industry in the United States and allied countries. In 1977, U.S. direct investment in black Africa totaled about $1.8 billion and exports $2.2 billion. New prospect of substantial profits would continue to develop in the countries concerned.

IV. BLACK AFRICA AND THE U.S. BLACK MOVEMENT

Apart from the above-mentioned factors adverse to U.S. strategic interests, the nationalist liberation movement in black Africa can act as a catalyst with far reaching effects on the American black community by stimulating its organizational consolidation and by inducing radical actions. Such a result would be likely as Zaire went the way of Angola and Mozambique.

An occurrence of the events of *1967-68 would do grievous harm to U.S. prestige, especially in view of the concern of the present Administration with human rights issues. Moreover, the Administration would have to take specific steps to stabilize the situation. Such steps might be misunderstood both inside and outside the United States.

In order to prevent such a trend and protect U.S. national security interests, it would appear essential to elaborate and carry out effective countermeasures.
1. Possibility of Joint Action By U.S. Black and African Nationalist Movement.
In elaborating U.S. policy toward black Africa, due weight must be given to the fact that there are 25 millions American blacks whose roots are African and who consciously or subconsciously sympathies with African nationalism.
The living conditions of the black population should also be taken into account. Immense advances in the field are accompanied by a long-lasting high rate of unemployment, especially among the youth and by poverty and dissatisfaction with government social welfare standards.
These factors taken together may provide a basis for joint actions of a concrete nature by the African nationalist movement and the U.S. black community... renewal of the extremist national idea of establishing an "African Republic" on American soil. Finally, leftist radical elements of the Black community could resume extremist actions in the style of the defunct Black Panther Party. ...
Basically, actions would take the form of demonstrations and public protests, but the likelihood of violence cannot be excluded. There would also be attempts to coordinate their political activity both locally and in international organizations.

In the context of long-term strategy, the United States can not afford a radical change in the fundamentals of its African policy, which is designed for maximum protection of national security. In the present case, emphasis is laid on the importance of Black Africa for U.S. political, economic and military interests.

RECOMMENDATIONS
In weighing the range of U.S. interests in Black Africa, basic recommendations arranged without intent to imply priority are:
1. Specific steps should be taken with the help of appropriate government agencies to inhibit coordinated activity of the Black Movement in the United States.
2. Special clandestine operations should be launched by the CIA to generate mistrust and hostility in American and world opinion against joint activity of the two forces, and to cause division among Black African radical national groups and their leaders.
3. U.S. embassies to Black African countries specially interested in southern Africa must be highly circumspect in view of the activity of certain political circles and influential individuals opposing the objectives and methods of U.S. policy toward South Africa. It must be kept in mind that the failure of U.S. strategy in South Africa would adversely affect American standing throughout the world. In addition, this would mean a significant diminution of U.S. influence in Africa and the emergence of new difficulties in our internal situation due to worsening economic prospects.
4. The FBI should mount surveillance operations against Black African representatives and collect sensitive information on those, especially at the U.N., who oppose U.S. policy toward South Africa. The information should include facts on their links with the leaders of the Black movement in the United States, thus making possible at least partial neutralization of the adverse effects of their activity.

B. THE RANGE OF POLICY OPTIONS

The concern for the future security of the United States makes necessary the range of policy options. Arranged without intent imply priority they are:
(a) to enlarge programs, within the framework of the present budget, for the improvement of the social and economic welfare of American Blacks in order to ensure continuing development of present trends in the Black movement;
(b) to elaborate and bring into effect a special program designed to perpetuate division in the Black movement and neutralize the most active groups of leftist radical organizations representing different social strata of the Black community: to encourage division in Black circles;
(c) to preserve the present climate which inhibits the emergence from within the Black leadership of a person capable of exerting nationwide appeal;
(d) to work out and realize preventive operations in order to impede durable ties between U.S Black organizations and radical groups in African states;
e) to support actions designed to sharpen social stratification in the Black community which would lead to the widening and perpetuation of the gap between successful educated Blacks and the poor, giving rise to growing antagonism between different Black groups and a weakening of the movement as a whole.
(f) to facilitate the greatest possible expansion of Black business by granting government contracts and loans with favorable terms to Black businessmen;
(g) to take every possible means through the AFL-CIO leaders to counteract the increasing influence of Black labor organizations which function in all major unions and in particular, the National Coalition of Black Trade Union and its leadership including the creation of real preference for adverse and hostile reaction among White trade unionists to demands for improvement of social and economic welfare of the Blacks;
(h) to support the nomination at federal and local levels of loyal Black public figures to elective offices, to government agencies and the Court.
