More than 300 pro-China students and professionals rallied Monday afternoon at the University of Washington in anticipation of the Dalai Lama's campus visit.... Seattle Center School senior Katie Mesmer said... "With the war in Iraq, it's sort of overwhelming...Especially for a young person, it seems like we're entering a world where violence is endemic, so what can we do to be compassionate and not angry and retaliatory?" she asked....The Dalai Lama said "a little fight" is sometimes necessary, showing off fingernails that were his best weapon against his older brother as a child. "Everyone would be very kind to each other," he said. "If anybody wanted something, somebody would just give it to them right away ... and everyone would be happy."

The Dalai Lama's administration acknowledged today that it received $1.7 million a year in the 1960's from the Central Intelligence Agency, but denied reports that the Tibetan leader benefited personally from an annual subsidy of $180,000. The money allocated for the resistance movement was spent on training volunteers and paying for guerrilla operations against the Chinese, the Tibetan government-in-exile said in a statement. It added that the subsidy earmarked for the Dalai Lama was spent on setting up offices in Geneva and New York and on international lobbying. The Dalai Lama, 63, a revered spiritual leader both in his Himalayan homeland and in Western nations, fled Tibet in 1959 after a failed uprising against a Chinese military occupation, which began in 1950.
The decade-long covert program to support the Tibetan independence movement was part of the C.I.A.'s worldwide effort to undermine Communist governments, particularly in the Soviet Union and China.

China is an island. We do not mean it is surrounded by water; we mean China is surrounded by territory that is difficult to traverse. Therefore, China is hard to invade; given its size and population, it is even harder to occupy. This also makes it hard for the Chinese to invade others; not utterly impossible, but quite difficult. Containing a fifth of the world’s population, China can wall itself off from the world, as it did prior to the United Kingdom’s forced entry in the 19th century and under Mao Zedong. All of this means China is a great power, but one that has to behave very differently than other great powers....
Strategically, China has two problems, both pivoting around the question of defending the coastal region. First, China must prevent attacks from the sea. This is what the Japanese did in the 1930s, first invading Manchuria in the northeast and then moving south into the heart of China. It is also what the British and other European powers did on a lesser scale in the 19th century. China’s defense against such attacks is size and population. It draws invaders in and then wears them out, with China suffering massive casualties and economic losses in the process.
The second threat to China comes from powers moving in through the underpopulated portion of the west, establishing bases and moving east, or coming out of the underpopulated regions around China and invading. This is what happened during the Mongol invasion from the northwest. But that invasion was aided by tremendous Chinese disunity, as were the European and Japanese incursions.
Beijing therefore has three geopolitical imperatives....
In short, China’s strategy is to establish an island, defend its frontiers efficiently using its geographical isolation as a force multiplier, and, above all, maintain the power of the central government over the country, preventing regionalism and factionalism.
We see Beijing struggling to maintain control over China. Its vast security apparatus and interlocking economic system are intended to achieve that. We see Beijing building coastal defenses in the Pacific, including missiles that can reach deep into the Pacific, in the long run trying to force the U.S. Navy on the defensive. And we see Beijing working to retain control over two key regions: Xinjiang and Tibet....
The Importance of Tibet to China (emphasis added)
Now look at Tibet on the population density and terrain maps. On the terrain map one sees the high mountain passes of the Himalayas. Running from the Hindu Kush on the border with Pakistan to the Myanmar border, small groups can traverse this terrain, but no major army is going to thrust across this border in either direction. Supplying a major force through these mountains is impossible. From a military point of view, it is a solid wall.
Note that running along the frontier directly south of this border is one of the largest population concentrations in the world. If China were to withdraw from Tibet, and there were no military hindrance to population movement, Beijing fears this population could migrate into Tibet. If there were such a migration, Tibet could turn into an extension of India and, over time, become a potential beachhead for Indian power. If that were to happen, India’s strategic frontier would directly abut Sichuan and Yunnan — the Chinese heartland.
The Chinese have a fundamental national interest in retaining Tibet, because Tibet is the Chinese anchor in the Himalayas. If that were open, or if Xinjiang became independent, the vast buffers between China and the rest of Eurasia would break down. The Chinese can’t predict the evolution of Indian, Islamic or Russian power in such a circumstance, and they certainly don’t intend to find out. They will hold both of these provinces, particularly Tibet.
The Chinese note that the Dalai Lama has been in India ever since China invaded Tibet. The Chinese regard him as an Indian puppet. They see the latest unrest in Tibet as instigated by the Indian government, which uses the Dalai Lama to try to destabilize the Chinese hold on Tibet and open the door to Indian expansion. To put it differently, their view is that the Indians could shut the Dalai Lama down if they wanted to, and that they don’t signals Indian complicity.
It should be added that the Chinese see the American hand behind this as well. Apart from public statements of support, the Americans and Indians have formed a strategic partnership since 2001. The Chinese view the United States — which is primarily focused on the Islamic world — as encouraging India and the Dalai Lama to probe the Chinese, partly to embarrass them over the Olympics and partly to increase the stress on the central government. The central government is stretched in maintaining Chinese security as the Olympics approach. The Chinese are distracted. Beijing also notes the similarities between what is happening in Tibet and the “color” revolutions the United States supported and helped stimulate in the former Soviet Union.
It is critical to understand that whatever the issues might be to the West, the Chinese see Tibet as a matter of fundamental national security, and they view pro-Tibetan agitation in the West as an attempt to strike at the heart of Chinese national security. The Chinese are therefore trapped. They are staging the Olympics in order to demonstrate Chinese cohesion and progress. But they must hold on to Tibet for national security reasons, and therefore their public relations strategy is collapsing. Neither India nor the United States is particularly upset that the Europeans are thinking about canceling attendance at various ceremonies.
A Lack of Countermoves
China has few countermoves to this pressure over Tibet. There is always talk of a Chinese invasion of Taiwan. That is not going to happen — not because China doesn’t want to, but because it does not have the naval capability of seizing control of the Taiwan Straits or seizing air superiority, certainly not if the United States doesn’t want it (and we note that the United States has two carrier battle groups in the Taiwan region at the moment). Beijing thus could bombard Taiwan, but not without enormous cost to itself and its own defensive capabilities. It does not have the capability to surge forces across the strait, much less to sustain operations there in anything short of a completely permissive threat environment. The Chinese could fire missiles at Taiwan, but that risks counterstrikes from American missiles. And, of course, Beijing could go nuclear, but that is not likely given the stakes. The most likely Chinese counter here would be trying to isolate Taiwan from shipping by firing missiles. But that again assumes the United States would not respond — something Beijing can’t count on.
While China thus lacks politico-military options to counter the Tibet pressure, it also lacks economic options. It is highly dependent for its economic well-being on exports to the United States and other countries; drawing money out of U.S. financial markets would require Beijing to put it somewhere else. If the Chinese invested in Europe, European interest rates would go down and U.S. rates would go up, and European money would pour into the United States. The long-held fear of the Chinese withdrawing their money from U.S. markets is therefore illusory: The Chinese are trapped economically. Far more than the United States, they can’t afford a confrontation.
That leaves the pressure on Tibet, and China struggling to contain it. Note that Beijing’s first imperative is to maintain China’s internal coherence. China’s great danger is always a weakening of the central government and the development of regionalism. Beijing is far from losing control, but recently we have observed a set of interesting breakdowns. The inability to control events in Tibet is one. Significant shortages of diesel fuel is a second. Shortages of rice and other grains is a third. These are small things, but they are things that should not be happening in a country as well-heeled in terms of cash as China is, and as accustomed as it is to managing security threats.
China must hold Tibet, and it will. The really interesting question is whether the stresses building up on China’s central administration are beginning to degrade its ability to control and manage events. It is easy to understand China’s obsession with Tibet. The next step is to watch China trying to pick up the pieces on a series of administrative miscues. That will give us a sense of the state of Chinese affairs....

Certainly, given the intensity of the US and European response, from chancellors and foreign ministers to Hollywood stars and blanket media coverage, you'd be left in little doubt that these two confrontations were the most serious facing their continents, if not the world....
...on the basis of the scale of violence, repression and election rigging alone, you would be hard put to explain why these conflicts have been singled out for such special attention. In the violence surrounding Zimbabwe's elections, two people are currently reported to have died; in Tibet, numbers estimated to have been killed by protesters and Chinese forces range from 22 to 140. By contrast, in Somalia, where US-backed Ethiopian and Somali troops are fighting forces loyal to the ousted government, several thousand have been killed since the beginning of the year and half the population of the capital, Mogadishu, has been forced to flee the city in what UN officials describe as Africa's worst humanitarian crisis.
When it comes to rigging elections, countries like Jordan and Egypt have been happy to oblige in recent months - in the Egyptian case, jailing hundreds of opposition activists into the bargain - and almost nobody in the west has batted an eyelid. In Saudi Arabia there are no national elections at all, let alone the opposition MPs and newspapers that exist in Zimbabwe. In Africa, Togo has been a more flagrant rigger, while in Cameroon last week the president was given the job for life. And when it comes to separatist and independence movements, the Turkish Kurds have faced far more violence and a tighter cultural clampdown than the Tibetans.
The crucial difference, of course, and the reason why these conflicts and violations don't get the deluxe media and political treatment offered to the Zimbabwean opposition or Tibetan separatists is that the governments involved are all backed by the west, compounded in the Zimbabwean case by a transparently racist agenda. But it's not just an issue of hypocrisy and double standards, egregious though they are. It's also that British and US involvement and interference have been crucial to both the Zimbabwean and Tibetan conflicts.
That's most obviously true in Zimbabwe, which was not just a British colony, but where Britain refused to act against a white racist coup, triggering a bloody 15-year liberation war, and then imposed racial parliamentary quotas and a 10-year moratorium on land reform at independence. The subsequent failure by Britain and the US to finance land buyouts as expected, along with the impact of IMF programmes, laid the ground for the current impasse.
As for Tibet, Britain's role in the former serf-based system (helpfully recalled by Lumley) was assumed after the communist takeover by the CIA, which bankrolled the Dalai Lama's operations for many years. Such arrangements have in recent years passed to other US agencies and western NGOs, as with the Zimbabwean opposition. And even if there is no prospect of Tibetan independence, for a US administration that has designated China as the main threat to its global dominance, its minorities are still a stick that can be used to poke the dragon.
What has made human rights edicts by the US and Britain since the launch of the "war on terror" even more preposterous is that not only are they themselves supporting governments with similar or worse records, but they are directly responsible for these outrages themselves: from illegal invasions and occupations to large-scale killing and torture - along with phoney elections - in Iraq and Afghanistan. The UN estimates that more than 700 people were killed in the recent US and British-backed attacks on the Mahdi army in Iraq - a central motive for which was to stop them taking part in elections.
The current focus on China is of course linked to the Olympics, and Britain must face the likelihood of large-scale protests over its own record in 2012. Meanwhile, the best chance both of settling the Zimbabwean crisis and of meeting Tibetan aspirations is without the interference of western powers, which would do better improving the human rights records of their allies and themselves. The days of colonial dictat are over and where attempts are made to revive them, they will be resisted. China is now an emerging global power - and, as the Zimbabwean ambassador to the UN said yesterday, Zimbabwe "is no longer a British colony". s.milne@guardian.co.uk

Chinese fund builds up 1billion n stake in BP

Beijing's share-buying in Britain's largest company, which has so far reached nearly 1pc, is being closely watched by Downing Street. Katherine Griffiths reports A Chinese sovereign wealth fund has built up a stake of about £1bn in BP, in a move which has caused a stir within the British Government. The sovereign fund is understood to have quietly acquired the shares in the market over a period. It has accumulated just under 1pc of BP, which is the UK's largest company with a capitalisation of £104bn. A BP spokesman said: "We are aware of the Chinese holding and we welcome all shareholders.The Chinese fund has also built up a stake in France's oil giant Total worth about £1bn. China has used its deep cash reserves to snap up shares in blue-chip companies in the UK, such as Barclays, as well as in the United States. However, there has been particular sensitivity about Beijing sinking large amounts of cash into the West's major energy companies. Benedict XVI sets up exorcism squads to fight rising Satanism
The Vatican's chief exorcist, Father Gabriele Amorth, has revealed that Pope Benedict XVI is setting up exorcism squads to deal with the rampant growth of Satanism. He says that the decision in this regard has been taken in the wake of rising concerns among Church chiefs over growing worldwide interest in Satanism and the occult. According to him, each Bishop will be provided with a group of priests who are experts in fighting demonic possession. Hundreds of priests will be trained as exorcists for the purpose, he says.

Pope Benedict XVI, who became leader of the Catholic Church in 2005, is said to be a firm believer in the existence of evil ever since he was in charge of the Congregation for the Doctrine of the Faith, the oldest Vatican department that deals with promoting and safeguarding Roman Catholic beliefs.
Father Amorth says the Pope had asked all the exorcists to help fight evil powers during a meeting last year. “I remember a meeting we exorcists had with the Holy Father last year, in which he implored us to follow our mission as exorcists,” the Telegraph quoted him as saying. Father Amorth has also revealed that the Pope is contemplating reinstating use of the prayer said to St Michael the Archangel, which was abolished in the 1960s, because it is believed to be the prime protector against evil. The prayer is useful not only for priests but for lay people. For example if a lay person knows someone who is possessed and there is no exorcist available they can intervene by saying this prayer, commanding the demon to leave that person, he said.

According to his biographers and his own memoirs, the eruption of left-wing student protest and mass workers’ struggles in the late 1960s had a profound impact on Ratzinger, propelling him to the right and bringing to the fore his deepest political instinct: hatred and fear of socialist revolution....
Subsequently, as head of the Congregation for the Doctrine of the Faith, he imposed coercive measures against a range of critical theologians—including Küng, who was removed from office following pressure from the Vatican.
As “grand inquisitor,” he rigidly enforced reactionary positions that provoked opposition even among many Catholics. Papal decrees denouncing contraception and abortion, confirming the subordination of women, denouncing stem-cell research, opposing an increased role for laymen in the life of the Church, barring marriage for priests and abhorring same-sex relationships—all bear the signature of Ratzinger. He went so far as to officially condemn masturbation.
Just last year, the Congregation published a 37-page “Letter on the Collaboration of Men and Women in the Church and in the World.” Drawing upon the Bible, the letter defined the role of women in terms of virginity followed by marriage, motherhood and support for the male head of family. The letter approvingly cited Genesis 3:16: “Your desire shall be for your husband, and he shall rule over you.”
In Germany, Ratzinger incurred opposition not only from churchgoers, but also from the majority of bishops, when he opposed a more liberal attitude toward divorced couples and demanded that the Church withdraw from advising pregnant women. Such consultation has been part of legal abortion procedures since 1995.
In South America, he organized a systematic campaign against “liberation theologians” who called for the Church to play a greater role in protecting the interests of the poor and oppressed. At Ratzinger’s behest, the well known liberation theologian Leonardo Boff was driven out of the priesthood in 1992....
The core of Ratzinger’s world view is the rejection of modernity and the Enlightenment.
The German newspaper Die Zeit summarized his views a year ago as follows: “If one is to believe Ratzinger’s older writings, liberal philosophy going back to the Enlightenment is a dangerous superstition. It has severed the godly link between belief and science and does not tolerate any truth greater then itself. Liberal philosophers confuse subjective desires with the cosmic meaning of the world. They are blind to a truth which precedes their reason—the pre-political truth of religion.” Another German press commentary declared: “That the highly developed industrial countries are losing their beliefs and soul, that ancient institutions such as families and marriage are breaking up, and that such social erosion brings with it considerable risks and dangers—this is also a favorite theme of Ratzinger. In this respect as well he was at one with his predecessor. He once wrote: ‘Our culture based on technology and prosperity is based on the conviction that basically anything is possible. The issue of God is then no longer relevant.’”
Ratzinger criticized and fought tendencies within the Church that were sympathetic to social struggles, such as liberation theology, receptive to authoritarian, right-wing tendencies. At a ceremony in Pamploma in 1998, for example, the head of the reactionary Opus Dei order, Javier Echevarria Rodriguez, awarded Ratzinger an honorary doctorate....
Benedict XV regarded the crisis of bourgeois society as the product of the turn away from faith and religion: “For ever since the precepts and practices of Christian wisdom ceased to be observed in the ruling of states, it followed that, as they contained the peace and stability of institutions, the very foundations of states necessarily began to be shaken. The Lords of Capital Decree Mass Death by Starvation

Fidel Castro called biofuels "genocide," and he was right. And there can be no question as to the identity of the perpetrators of this global genocide: the Lords of Capital that formulate the foreign and domestic policy of the United States. That policy calls for 20 million acres of corn from states like Iowa to be converted from food to fuel. As should have been expected, such a massive diversion almost immediately pushed up the price of all other basic foodstuffs - a global disaster made quick and easy by the fact that, over the past several decades, planetary food production has been taken over by agribusiness - the speculative human parasites that control how food is bought and sold, and to whom, and for what purpose. These Lords of Capital are killers on a mass scale.
"Hot" money has totally distorted the "marketplace" for life-sustaining goods, causing millions of the desperately poor in scores of countries to take to the streets. "In less than a year," writes the Guardian newspaper, in Britain, "the price of wheat has risen 130 per cent, soya by 87 per cent and rice by 74 per cent."
These are nothing less than crimes against humanity, and cannot help but destroy the lives of millions who are already at the very edge of the precipice.

The so-called "market" - which is actually a club of super-rich men who distort and destroy everything of value to humanity that they touch - will be the death of us all, and much quicker than through the effects of global warming, which is also greatly accelerated by the ghoulish, greedy rush to grow food for cars rather than people. In such a murderous environment -manipulated purely for the profits of the Lords of Capital - neither trees nor peasants stand a chance. The United Nations says it needs about half a billion dollars for the most critical cases of starvation, but no amount of emergency aid is sufficient to make up for the wild price rises that have already occurred - and which will put trillions in the pockets of the Lords of Capital.
Agribusiness wiped out small farmers in the U.S., and impoverished and pushed off the land untold millions of peasants, worldwide. Now the Lords of Capital have imposed a triage of death by starvation on the planet. The people who live on two dollars or less per day will have to die, and then, as prices rise, the three dollar people will follow.
The men who profit from such mass murder use terms like "structural adjustment" and "economic fundamentals" to attach a veneer of rationality to a chaotic system they have created on the fly for the sole purpose of mega-theft. In the end, the Lords of Capital have mastered only one art: the production of overlapping calamities, each more lethal than the last. Soon, if not already, the Haitian poor will have no cooking oil to mix with clay for their diet of dirt pies. The Lords of Capital will have turned them into dirt for another Haitian's consumption and demise.

"The Haitians are over the edge, they are starving, refugees in their own proud country."
Few people, much less their governments, appear to be concerned about what is happening in Haiti, next to Cuba our nearest neighbor and, in historical terms, the people who paved the way for our freedom from slavery and implemented for the first time anywhere in the world, the idea of universal human rights. Yet, today, while Haiti suffocates in poverty, hunger and dirt, her neighbors in the Caribbean, with the exception of Cuba, pass by on the other side of the road where Haiti lies in pain and anguish, ignoring the brutalization of the poorest people in this hemisphere by the richest nations in the world.
Four years ago the Americans and Canadians with the backing of the French, decapitated Haitian human rights, kidnapping her President and instituting fascist rule by a combination of some of the greediest businessmen in the world and the murderous thugs they hired in an attempt to depose the overwhelmingly popular president of the Haitians, Jean Bertrand Aristide....
Their sovereignty trampled, their elected leadership kidnapped and exiled, their nation occupied by foreign militaries, the Haitian people now face a tsunami of food price increases that threaten to grind millions into the dirt...a people whose forebears "implemented for the first time anywhere in the world, the idea of universal human rights." Under the tyranny of the United States, Canada and France, Haitians struggle to gather enough calories to preserve life.
I have gone into this before and I will not return to it today. Suffice it to say that the US, Canada and France, acting on behalf of the so-called "civilized world," decided on the basis of lies that, as in the case of Iraq, a free and independent people had no business being free and independent when their freedom and independence was seen to threaten the economic interest of the richest people in Haiti and, by extension, the wealthiest countries in the world.
Today, and especially for the last few weeks, the starving people in Haiti have been trying to get the world to listen to their anguish and misery. Along with some other poor people in other countries the Haitians have been driven to desperation and the edge of starvation by the rapidly increasing price of food. Unlike all the others the Haitians are over the edge, they are starving, refugees in their own proud country, many forced to eat dirt to survive, however tenuously....
So, the Haitians have taken to the streets and more than half a dozen starvelings have already been shot dead by the armed forces of civilization, by the satraps and surrogates of George Bush and his Canadian and French accomplices....

Few people in all history have suffered as much as Haitians, and it began when Columbus arrived. From then to now, they've endured enslavement, genocidal slaughter as well as brutal exploitation and predation. Hope for change arose with Jean-Bertrand Aristide's 1990 election, but it wasn't to be. ...In spite of overwhelming obstacles, the 1994 - 2003 decade was remarkable by any standard. "For the first time in its history, Haiti's people were ruled by a government of their choosing, one that adopted their priorities as its own." It made popular support for Aristide active, strong, and channeled through a network of "organisations populaire" (OPs) that played a central collective mobilizing role in the country. They provided an instrument for all kinds of social programs - education, construction, youth and cultural projects, sports, street cleaning, waste management, and more. It made FL "the single most important organized political force in the country" and also the main obstacle to elitist dominance. It made the movement and what it represents, far more than Aristide, the real 2004 putschist target... On February 29, 2004, a US-led coup d'etat shattered the dream for the second time. In the middle of the night, US Marines abducted Haiti's President and flew him against his will to the Central African Republic. Today, Aristide remains in exile in South Africa, vows to return, and in an interview with the author says he'll serve his people "from outside the structure of the state." Haitians still overwhelmingly support him and want him back in any capacity.... real progressive change was possible after Aristide's 2000 reelection with no "extra-political mechanism" (the army) to stop it. For Haiti's ruling class (a tiny fraction of the population), that was intolerable. Aristide had to be removed, Lavalas crushed, and it set off a chain of events that culminated in 2004 in "one of the most violent and disastrous periods in recent Haitian history." Ever since, repression has been intense in the face of persistent resilience against it.... Lavalas became weakened through "division and disintegration" - marked by "... NGOs, evangelical churches, political parties, media outlets, private security forces" and relentless vilification of Haiti's central figure, Jean-Bertrand Aristide....
A free and independent Haiti is as threatening to the dominant social order now as on January 1, 1804 when French colonialism was defeated. It explains why crushing it is essential to preserve the country's exploitive "legacy" with its "spectacularly unjust distribution of labor, wealth and power (characteristic of) the whole of the island's post-Columbian history." Iraq opens door to foreign contracts at major oil fields

Foreign oil companies are poised to enter Iraq later this month after Baghdad signaled it was prepared to sign five oil field services agreements covering its biggest fields. Five years since the US and Britain toppled Saddam Hussein's dictatorship, there have been few forays by oil's major players into Iraq, even though the country accounts for almost 10pc of world reserves. A violent insurgency forced most oil companies to keep executives responsible for Iraq outside the country. Most are based in the Gulf.
The two-year service contracts that have been negotiated would see British, American and Australian oil companies supply equipment and expertise that would boost output by hundreds of thousands of barrels at each field. "I expect the oil companies will get their first deals in Iraq before the end of the month," said a British official. "The Iraqi government has said it's ready to do the deal..."The five deals will cover Kirkuk, Missan, West Qurna, Zubair and Rumaila oil fields and have a face value of £1.5bn, though reimbursement will be satisfied in barrels.
"In this politically sensitive and difficult situation, service contracts are a pragmatic step forward for Iraq," said Steve Peacock, head of exploration and production for BP in the Middle East....The measures are described as a stopgap until Iraq's parliament ratifies a long-delayed oil law to allow foreign firms an exploration and production role in Iraq for the first time since the industry was nationalised in the 1970s...Royal Dutch Shell is set to emerge with interests in Kirkuk, Iraq's biggest field, discovered in 1927, and Missan, which it will serve in joint venture with the Australian miner BHP. The remaining contracts will go to Chevron, Exxon Mobil and Total.
Oil experts estimate that Iraq can reach a geologic potential of 10m barrels a day with substantial foreign investment. But its achieved output is likely to rest on security improvements and nationalist resistance to foreign involvement.

The Zionist strategy resembles the waters of a river flowing to the sea. The river snakes through the landscape, goes around obstacles, turns left and right, flowing sometimes on the surface and sometimes underground, and on its way takes in more springs. In the end it reaches its destination.
That is the real agenda, unchanging, hidden, conscious and unconscious. It does not need decisions, formulations or maps...it is encoded in the genes of the movement....all the organs of the establishment, the government and the military, without any official coordination but with miraculously effective cooperation, acted to set up the "illegal" settlements. Every one of the thousands of officials and officers who spent decades involved in this enterprise knew exactly what to do, even without receiving any instructions.
That is the reason for David Ben-Gurion's refusal to include in the Declaration of Independence of the new State of Israel any mention of borders. He did not intend for a minute to be satisfied with the borders fixed by the United Nations General Assembly Resolution of 29 November 1947. All his successors had the same approach...the Oslo agreements delineated "zones" but did not fix a border. President Bush accepted this approach when he proposed a "Palestinian state with provisional borders" – a novelty in international law.
In this respect, too, Israel resembles the United States, which was founded along the Eastern seaboard and did not rest until it had reached the Western shores on the other side of the continent. The incessant stream of mass immigration from Europe flowed on westwards, breaching all borders and violating all agreements, exterminating the Native Americans, starting a war against Mexico, conquering Texas, invading Central America and Cuba. The slogan that drove them on and justified all their actions was coined in 1845 by John O'Sullivan: "Manifest Destiny".
The Israeli version of "Manifest Destiny" is Moshe Dayan's slogan "We are fated". Dayan, a typical representative of the second generation, made two important speeches in his life. The first and better known was delivered in 1956 at the grave of Roy Rutenberg of Nahal Oz, a kibbutz facing Gaza:
Before their [the Palestinians in Gaza] very eyes we turn into our homestead the land and villages in which they and their forefathers have lived... This is the fate of our generation, the choice of our life – to be prepared and armed, strong and tough – or otherwise, the sword will slip from our fist, and our life will be snuffed out.He did not mean only his own generation. The second, lesser known speech is more important. It was delivered in August 1968, after the occupation of the Golan Heights, before a rally of young Kibbutzniks. When I asked him about it in the Knesset, he inserted the entire speech into the Knesset record, a very unusual procedure in our parliament.
This is what he told the youth: We are fated to live in a permanent state of fighting against the Arabs... For the hundred years of the Return to Zion we are working for two things: the building of the land and the building of the people... That is a process of expansion, of more Jews and more settlements... That is a process that has not reached the end. We were born here and found our parents, who had come here before us... It is not your duty to reach the end. Your duty is to add your layer ... to expand the settlement to the best of your ability, during your lifetime ... US offers Pakistan government $7bn in non-military aid to fight terrorism

The US promised to curb air strikes by drones against suspected militants in Pakistan, as part of a joint counter-terrorism strategy agreed with the new civilian government in Islamabad, the Guardian has learned. That strategy will be supported by an aid package potentially worth more than $7bn (£3.55bn), which is due to go before Congress for approval in the next few months.
The aid package, being put together by the Democratic senator Joseph Biden would triple the amount of American non-military aid to Pakistan, and is aimed at "redefining" the bilateral relationship, US officials say. Pakistan will also be given a "democracy dividend" of up to $1bn, for holding peaceful elections and forming a coalition government. Of that, $200m could be approved in the next few days....

The Supreme Court Wednesday rejected a challenge to the lethal three-drug cocktail used in most U.S. executions during the past 30 years.... The argument about pain is based on the sequence of drugs used by Kentucky and other states. Pancuronium bromide, which is a paralyzing agent, and potassium chloride, which stops the heart, would both cause excruciating pain if a person was not first placed under deep anesthesia. If the anesthesia is insufficient, the paralyzed inmate would not be able to move or cry out.... While most states use a method similar to Kentucky’s, a number of them have adopted additional safeguards to ensure that an inmate is properly anesthetized by the initial drug in the sequence, a barbiturate, before administration of the second two, which paralyze the muscles and stop the heart.
There have been various problems with lethal injection executions, including evidence of insufficient anesthesia in some cases.
