Haiti Disaster Relief Scenario Envisaged by US Military One Day Before the Earthquake

A Haiti disaster relief scenario had been envisaged at the headquarters of US Southern Command (SOUTHCOM) in Miami one day prior to the earthquake.The pre-disaster simulations pertained to the impacts of a hurricane in Haiti. They were held on January 11. After the earthquake hit Tuesday, Demay said SOUTHCOM decided to go live with the system. Wednesday DISA set up a Haiti Humanitarian Assistance and Disaster Relief Community of Interest on APAN [All Partners Access Network] supported by the Transnational Information Sharing Cooperation project...developed with backing from both SOUTHCOM and the Defense Department's European Command...in development for three years.... designed to facilitate multilateral collaboration between federal and nongovernmental agencies [NGOs]. The fundamental concept underlying DISA's Transnational Information Sharing Cooperation project (TISC) is to "Achieve Interoperability With Warfighters, Coalition Partners And NGOs" (Defense Daily, December 19, 2008) Upon completing the tests and disaster scenarios on January 11, TISC was considered to be, in relation to Haiti, in "an advanced stage of readiness". On January 13, the day following the earthquake, SOUTHCOM took the decision to implement the TISC system, which had been rehearsed in Miami two days earlier:

The information sharing project, developed with backing from both SOUTHCOM and the Defense Department's European Command, has been in development for three years. It is designed to facilitate multilateral collaboration between federal and nongovernmental agencies. Demay said that since DISA set up a Haiti Humanitarian Assistance and Disaster Relief Community of Interest on APAN on Wednesday [the day following the earthquake], almost 500 organizations and individuals have joined, including a range of Defense units and various nongovernmental organizations and relief groups. DISA has a Southern Command (SOUTHCOM) Field Office in Miami. Under the Haiti Disaster Emergency Program initiated on January 12, DISA's mandate is described as part of a carefully planned military operation: "DISA is providing US Southern Command with information capabilities which will support our nation in quickly responding to the critical situation in Haiti," said Larry K. Huffman, DISA's Principal Director of Global Information Grid Operations. "Our experience in providing support to contingency operations around the world postures us to be responsive in meeting USSOUTHCOM's requirements."

In the immediate wake of the earthquake, DISA [The Defense Information Systems Agency] played a key supportive role to SOUTHCOM, designated by the Obama administration as the de facto "lead agency" in the US Haitian relief program. The underlying system consists in integrating civilian aid agencies into the orbit of an advanced communications information system controlled by the US military...DISA, under the jurisdiction of the Department of Defense (DoD), was involved in organizing these scenarios on behalf of US Southern Command.(SOUTHCOM).Defined as a "Combat Support Agency", DISA has a mandate to provide IT and telecommunications, systems, logistics services in support of the US military. The US military through DISA oversees the information - communications system used by participating aid agencies. Essentially, it is a communications sharing system controlled by the US military, which is made available to approved non-governmental partner organizations. The last "Hurricane Pam" simulation training exercise was completed August 24, 2005, less than a week before Hurricane Katrina struck the Gulf Coast, Penny Brown Roberts reported September 12, 2005, in The Advocate. "'It's eerie how close it is,'" said Madhu Beriwal, founder, president, and CEO of Innovative Emergency Management Inc., comparing "Hurricane Pam" to Hurricane Katrina. IEM "led a team of three firms"--URS Group, Inc. and Dewberry--"that created the simulation, working under contract for the Federal Emergency Management Agency." [5] The report produced following "Hurricane Pam" was "designed to be the first step toward producing a comprehensive hurricane response plan, jointly approved and implemented by federal, state and city officials," the Associated Press reported September 9, 2005. "But a lack of funding prohibited planners from quickly following up on the 2004 simulation. ... 'Money was not available to do the follow-up'," then FEMA director Michael D. Brown said.

The "Hurricane Pam" simulation, the week-long exercise outsourced to FEMA contractors in July 2004, "brought sustained winds of 120 mph, up to 20 inches of rain in parts of southeast Louisiana and storm surge that topped levees in the New Orleans area. More than one million residents evacuated and Hurricane Pam destroyed 500,000-600,000 buildings." [1][2]
"Pam's mock damage, spread over 13 Louisiana parishes, was extensive. Phone and sewer services were knocked out, chemical plants flooded. About 200 miles of road lay under at least 10 feet of water. The shelters would need to stay open 100 days, but state resources could only keep them stocked for five days at most. ... I am sitting a couple of hundred metres away from the runway of Port au Prince airport... just returned from a makeshift hospital less than a mile from here. Run by Dominicans, guarded by Peruvian UN soldiers, surrounded by desperate Haitians, who don't understand Spanish...Behind the gates of this former industrial park, people are dying. There are few supplies, few surgeons, no operating rooms. People are treated on clumsy wooden tables and sleep beneath trees. Many have critical injuries, internal bleeding and massive fractures. They need urgent help. They lie on the floor, on blankets in the dirt, as helicopters and planes come in to land at the airport. So close, but yet so far. A week after the earthquake, aid is still not reaching them.. someone is in charge at the makeshift hospital across the road. Alphonse Edward says they have treated two to three thousand people here since the earthquake... a helicopter flies overhead and the irony [SIC] of the aid being so close but so far away is laid bare. Mr Edward is angry. He is Haitian American and feels let down. "We can see the helicopters land, they have two army field hospitals right there," he says....

I traveled into Haiti's disaster zone last week from the Dominican Republic...alone and on a bus, whose passengers were mostly Haitians, including some living in the US. Since then, whether on the road to Port-au-Prince or within the city, I have not witnessed anyone wielding a gun, a machete or a club of any kind. Nor have I witnessed an act of violence...
Any violence is localised and sporadic...there appears to have been little attempt to distinguish carefully between destructive acts of criminality and starving people helping themselves to what they can forge, the overriding sentiment is that a catastrophe on this scale shouldn't have to wait for aid because blanket security [SIC] is the absolute priority... hundreds of journalists, volunteers from churches and private individuals have traveled in from the Dominican Republic, some of them bringing in desperately needed aid. From what I know, not a single person who has attempted to provide assistance to the people of Port-au-Prince, including medics, has run into any serious trouble....
Reports about marauding, machete-wielding gangs taking over Port-au-Prince are very wide of the mark. The people are welcoming and helpful to those who come to help them and, if anything, go out of their way to ensure you are safe. Last weekend, in the park near the destroyed presidential palace, which has become a makeshift refugee camp for tens of thousands, we meet three Cuban doctors and nurses.... working alone, without an escort, and treating a large group of injured men women and children, who calmly waited their turn. That night, on the other side of the park, I saw a group of homeless queueing to collect water in plastic containers. No one was harassing them, and there was no sign of any of the criminal gangs that supposedly now rule the streets... Of all the disasters I've covered in recent years, the response to this has perhaps been the most... disastrous in itself...

En route to Port-au-Prince I met David Pierre-Louis,[see below] a 31-year-old Haitian-American, who had come to find his mother and bring much needed medical supplies...he found her alive and well, and later, she and a local nurse used the medicine David brought all the way from Seattle to set up a makeshift clinic on a street near her shattered home.David, who runs a jazz club ["Lucid"] in Seattle, is trying to fill the void by sending medical supplies paid for by donations from the Haitian-American community and other concerned Americans. He told me:
"Haitians here cannot understand why they're not getting help, especially as the way the violence is portrayed is not right. The people are unhappy that there's been no assistance but do you see them rioting in the streets? No. "People are hungry and needy and yet they're being portrayed as savages. Aid is not getting there quick enough... because the solution is right there and we have the power to do it."

Because one can never assume an operation will go smoothly, it is vital that the United States carry out such a mission only as part of a coalition including France, Australia and other Western powers. Of course, the approval of the U.N. Security Council would be best, but China -- the junta's best friend -- would likely veto it. And yet China -- along with India, Thailand and, to a lesser extent, Singapore -- have been put in a very uncomfortable diplomatic situation. China and India are invested in port enlargement and energy deals with Myanmar. Thailand's democratic government has moved closer to the junta for the sake of logging and other business ventures. Singapore, a city-state that must get along with everybody in the region, is suspected of acting as a banker for the Burmese generals. All these countries quietly resent the ineffectual moral absolutes with which the United States, a half a world away, approaches Myanmar. Some truly off-the-wall comments on a story on the Haitian relief operations I wrote last week suggest that Haiti was not hit by an earthquake but some sort of a planned attack by the United States. I have been pondering what kind of weapon could mimic a magnitude 7.0 earthquake, when the answer popped into my e-mail on Thursday. The Air Force, Navy, Defense Advanced Research Projects Agency and University of Alaska funded High Frequency Active Auroral Research Program (HAARP) projects to use high-powered radio transmitters located near Gakona, Alaska, to conduct ionospheric research. HAARP conspiracy theorists have conjectured since the mid-1990s that the Defense Department plans to use modified global weather to impair the mental health of large populations and knock out worldwide communications systems. Now this just in: Venezuelan President Hugo Chavez has suggested the United States used HAARP to cause the Haiti earthquakes. Operation Popeye (Project Popeye/Motorpool/Intermediary-Compatriot) was a US military cloud seeding operation (running from March 20, 1967 until July 5, 1972) during the Vietnam war to extend the monsoon season [initially] over Laos, specifically areas of the Ho Chi Minh Trail... seeded clouds with silver iodide, resulting in targeted areas seeing extension of the monsoon period an average of 30 to 45 days... considered relatively successful.[1] Operation Popeye goal was to increase rainfall in carefully selected areas to deny the Vietnamese enemy, namely military supply trucks, the use of roads by: Softening road surfaces, Causing landslides along roadways, Washing out river crossings, Maintaining saturated soil conditions...
Starting March 20, 1967 and continuing through every rainy season (March to November) in Southeast Asia until 1972, operational cloud seeding missions were flown. Three C-130 aircraft and two F4-C aircraft based at Udorn Royal Thai Air Force Base Thailand flew two sorties per day. The aircraft were officially on weather reconnaiseance missions and the aircraft crews as part of their normal duty generated weather report information. The crews, all from the 54th Weather Reconnaissance Squadron, were rotated into the operation on a regular basis from Guam. Inside the squadron, the rainmaking operations were code-named "Motorpool"....
The initial area of operations was the eastern half of the Laoian panhandle. On 11 July 1967, the operational area was increased northward to around the area of the 20th parallel and included portions of far western North Vietnam. In September 1967, The A Shau Valley in South Vietnam was added to the operational area. Operations over North Vietnam were eliminated on April 1, 1968 concurrent with conventional bombing restrictions being put into effect. The southern region of North Vietnam was added to the operational area on September 25, 1968 then removed on November 1st of that year concurrant with a halt to conventional bombing of North Vietnam. In 1972, most of northeastern Cambodia was added to the operational area...

Today the world is dominated by huge cities, concentrating the working classes of various nations, including the USA, and shifting the balance of power to them.Despite promises and strategies to the contrary articulated here, this new problem for the capitalists and their governments is insoluble ('capitalism does in fact produce its own gravediggers).
The Mogadishu debacle of 1993, when neighborhood militias inflicted 60% casualties on elite Army Rangers, forced U.S. strategists to rethink what is known in Pentagonese as MOUT: "Militarized Operations on Urbanized Terrain." Ultimately, a National Defense Panel review in December 1997 castigated the Army as unprepared for protracted combat in the near impassable, maze-like streets of the poverty-stricken cities of the Third World. "The future of warfare," the journal of the Army War College declared, "lies in the streets, sewers, high-rise buildings, and sprawl of houses that form the broken cities of the world." Military theorists are now deeply involved in imagining how the evolving capacity of high-tech warfare can contain, if not destroy, chronic "terrorist" insurgencies rooted in the desperation of growing megaslums. To help develop a geopolitical framework for urban war-fighting, military planners turned in the 1990s to the RAND Corporatio One of the most important RAND projects, initiated in the early 1990s, has been a major study of "how demographic changes will affect future conflict." Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war." (Eco News) What are the underlying causes of extreme weather instability, which has ravaged every major region of the World in the course of the last few years?
Hurricanes and tropical storms have ravaged the Caribbean. Central Asia and the Middle East are afflicted by drought. West Africa is facing the biggest swarm of locusts in more than a decade. Four destructive hurricanes and a tropical rain storm Alex, Ivan, Frances, Charley and Jeanne have occurred in a sequence, within a short period of time. Unprecedented in hurricane history in the Caribbean, the island of Grenada was completely devastated: 37 people died and roughly two-thirds of the island's 100,000 inhabitants have been left homeless; in Haiti, more than two thousand people have died and tens of thousands are homeless. The Dominican Republic, Jamaica, Cuba, the Bahamas and Florida have also been devastated. In the US, the damage in several Southern states including Florida, Alabama, Georgia, Mississippi and the Carolinas is the highest in US history.

A study released in July 2003, by the World Meteorological Organization (WMO) places the blame, without further examination, at the feet of global warming:
"These record extreme events [high temperatures, low temperatures and high rainfall amounts and droughts] all go into calculating the monthly and annual averages which, for temperatures, have been gradually increasing over the past 100 years," the WMO said in its statement (CNN, July 3, 2003, http://www.cnn.com/2003/WEATHER/07/03/wmo.extremes/ )
While global warming is undoubtedly an important factor, it does not fully account for these extreme and unusual weather patterns.

Climatic Manipulation by the US Military: The HAARP Program
The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, has been in existence since 1992. It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere"...

Nicholas Begich --actively involved in the public campaign against HAARP-- describes HAARP as: "A super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. World renowned scientist Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet." According to Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton HAARP constitutes "an irresponsible act of global vandalism." He and others fear a secret second stage where HAARP would "beam much more energy into the ionosphere. That could produce a severe disruption of the upper atmosphere at one location that may produce effects that spread rapidly around the Earth for years." HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." (quoted in Chossudovsky, op cit)...
HAARP also has the ability of triggering blackouts and disrupting the electricity power system of entire regions.

Weather Warfare
The significant expansion in America's weather warfare arsenal, which is a priority of the Department of Defense is not a matter for debate or discussion. While, environmentalists blame the Bush administration for not having signed the Kyoto protocol, the issue of "weather warfare", namely the manipulation of weather patterns for military use is never mentioned.
The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. These capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes. In recent years, large amounts of money have been allocated by the US Department of Defense to further developing and perfecting these capabilities.

Established in 1992, HAARP, based in Gokona, Alaska, is a system of high--powered antennas that transmit, through high-frequency radio waves, massive amounts of energy into the ionosphere (the upper layer of the atmosphere). Their construction was funded by the US Air Force, the US Navy and the Defense Advanced Research Projects Agency (DARPA). Operated jointly by the Air Force Research Laboratory and the Office of Naval Research... The HAARP project is one among several collaborative ventures in advanced weapons systems between the two defence giants. The HAARP project was initiated in 1992 by Advanced Power Technologies, Inc. (APTI), a subsidiary of Atlantic Richfield Corporation (ARCO). APTI (including the HAARP patents) was sold by ARCO to E-Systems Inc, in 1994. E-Systems, on contract to the CIA and US Department of Defense, outfitted the ‘Doomsday Plan’, which ‘allows the President to manage a nuclear war’.Subsequently acquired by Raytheon Corporation, it is among the largest intelligence contractors in the World. BAES was involved in the development of the advanced stage of the HAARP antenna array under a 2004 contract with the Office of Naval Research... The project, according to a July report in Defense News, was undertaken by BAES’s Electronic Warfare division. In September it received DARPA’s top award for technical achievement for the design, construction and activation of the HAARP array of antennas.

An analysis of statements emanating from the US Air Force points to the unthinkable: the covert manipulation of weather patterns, communications systems and electric power as a weapon of global warfare, enabling the US to disrupt and dominate entire regions of the World. That led to his arrest and prosecution on trumped up charges, in much the same way that Professor Sami al-Aryan lost his job and freedom for being an outspoken critic of US and Israeli policy.

Hedges... says, “the state can detain and prosecute people not for what they have done, or even for what they are planning to do, but for holding religious or political beliefs the state deems seditious. The first of those targeted... will not be the last... across America's terror war fronts in Iraq, Afghanistan, Somalia and Yemen a multitude... are further embittered against America's terrorist killings..."You want to stop the 'radicalization' of young Muslims? It's simple: stop killing innocent Muslims in wars of domination all over the world. Stop running ‘covert ops’ in every nation of the world (as Obama's ‘special envoy’ Richard Holbrooke admitted last week) – murders, kidnappings, corruption and deception that make a howling mockery of the very ‘civilized values’ these wars and ops purport to defend" as Chris Hedges said. The Obama administration to spend more on Pentagon than any administration since 1948
Among the findings of two 18 January reports on the dynamics of recent defense spending from the Project on Defense Alternatives.
Two PDA reports released today dissect an "Unprecedented" spike in defense spending, citing as causes ambitious Pentagon goals, failed reforms, and weak priorities.
Since 1998 the Pentagon has spent more than $6.5 trillion. More than $2 trillion of this sum was above the levels set in 1998. But only half of the added funds were for recent wars and military operations. Among other things, this surge in spending has allowed the Defense Department to re-inflate its workforce to Cold War levels. And almost all the expansion is contractor labor.
According to the reports, the boost in spending after 1998 is unmatched over a nearly 60-year period, edging out both the Reagan and the Kennedy-Johnson spending surges. The Obama administration, in a move likely to confound critics and supporters alike, plans to spend more on the Pentagon than any administration since 1948...
Also adding to war costs...an entirely new round of buying was needed to support counter-insurgency operations.... the most serious problem cited in the studies was the adoption of ambitious new roles, missions, and strategies for a reduced military after the Cold War ended. A variety of reform and transformation efforts were supposed to make it possible for a smaller military to do more. But these efforts fell short of their promise. So costs rose with ambitions.
Since the mid-1990s, the Pentagon has turned increasingly to private contractors to help fill the gap between ambitious strategies and the available number of military personnel. The report finds that the Pentagon's contractor workforce has probably grown by 40% since 1989 – while the numbers of military personnel and civilian DoD employees have declined by more than 30%... the proportion of private contractors used today is five times higher than during the Vietnam war.
