Before the nuclear age, such a threat would have required a hot war as intense as the one the United States and its allies had just fought against Nazi Germany....But after the Soviet Union tested its first atomic bomb, in 1949, American statesmen began wrestling with the thought that total war as they had known it was becoming obsolete. In the greatest leap of strategic imagination in the history of U.S. foreign policy, they developed a strategy for a form of combat never previously seen, the conduct of war by every means short of physical conflict between the principal combatants....
American strategists incorporated Western Europe and Japan into this war effort as centers of economic and strategic gravity. To this end, the United States launched the Marshall Plan to rebuild Western Europe, established NATO, founded the International Monetary Fund and the World Bank...the General Agreement on Tariffs and Trade...and the U.S.-Japanese alliance to ensure that Western Europe and Japan remained in active cooperation with the United States...It was no accident that the United States... sought to build liberal democracies that would embrace shared values as well as shared interests. The ideological campaign against the Soviet Union hammered home fundamental, if exaggerated, differences between “the free world” and “the evil empire.”....
Each initiative served as a building block in an order designed first and foremost to defeat the Soviet adversary. Had there been no Soviet threat, there would have been no Marshall Plan and no NATO. The United States has never promoted liberalism abroad when it believed that doing so would pose a significant threat to its vital interests at home. George Kennan, American charge d’affaires in Moscow, sends 8,000-word telegram to the Department of State detailing his views on the Soviet Union , and U.S. policy toward the communist state. Kennan’s analysis provided one of the most influential underpinnings for America’s Cold War  policy of containment... convinced the Soviets would try to expand their sphere of influence, he pointed to Iran and Turkey as the most likely immediate trouble areas... Kennan believed the Soviets would do all they could to “weaken power and influence of Western Powers on colonial backward, or dependent peoples.” Fortunately, although the Soviet Union was “impervious to logic of reason,” it was “highly sensitive to logic of force.” Therefore, it would back down “when strong resistance is encountered at any point.” The United States and its allies, he concluded, would have to offer that resistance...His opinion that Soviet expansionism needed to be contained through a policy of “strong resistance” provided the basis for America’s Cold War diplomacy through the next two decades. Kennan’s diplomatic career certainly received a boost–he was named U.S. ambassador to the Soviet Union in 1952....

NATO Expansion: What Gorbachev Heard
Declassified documents show security assurances against NATO expansion to Soviet leaders from Baker, Bush, Genscher, Kohl, Gates, Mitterrand, Thatcher, Hurd, Major, and Woerner
The documents show that multiple national leaders were considering and rejecting Central and Eastern European membership in NATO as of early 1990 through 1991, that discussions of NATO in the context of German unification negotiations in 1990 were not at all narrowly limited to the status of East German territory, and that subsequent Soviet and Russian complaints about being misled about NATO expansion were founded in written contemporaneous memcons and telcons at the highest levels. The documents reinforce former CIA Director Robert Gates’s criticism of “pressing ahead with expansion of NATO eastward [in the 1990s], when Gorbachev and others were led to believe that wouldn’t happen.” The key phrase, buttressed by the documents, is “led to believe.” Today's posting at the National Security Archive

Gladio set up after World War II by the CIA and SIFAR first an Italian branch of a secret stay-behind army, an international network of clandestine resistance in NATO countries against potential Soviet invasion...supervised and coordinated by two secret unconventional-warfare US NATO centers named the Allied Clandestine Committee (ACC) and the Clandestine Planning Committee (CPC). In Andreotti’s words:
Once the clandestine resistance organisation was constituted, Italy was called upon to participate... in the works of the CCP (Clandestine Planning Committee) of 1959, operating within the ambit of SHAPE [NATO’s Supreme Headquarters Allied Powers Europe]...; in 1964 the Italian intelligence service also entered the ACC (Allied Clandestine Committee)...

In the early 1960s United States, the strategy of tension was prominently advocated by the highest ranking officer in the Pentagon—General Lyman Lemnitzer, chairman of the Joint Chiefs of Staff—as a pretext to convince the US public of the need to invade Cuba and overthrow Castro. Lemnitzer, who died in 1988, had been one of the senior officers sent to negotiate the Italian surrender in 1943 and the German surrender in 1945. After fighting in Korea, in 1960 he became chairman of the Joint Chiefs of Staff. Following the CIA’s failed Bay of Pigs invasion in 1961, leading generals in the Pentagon, including Lemnitzer, argued for strategy-of-tension techniques to create a pretext for war. Under the name “Operation Northwoods,” they developed combined strategy-of-tension operations designed to shock the US public and discredit Castro....never implemented as such....the deaths of 56,000 US soldiers and 3 million Vietnamese—had been a typical strategy-of-tension operation designed and carried out by the Pentagon....
The Purpose of the Attacks
This series of terrorist attacks discredited the Italian Communists and spread maximum fear among the Italian population, as nobody really knew what was going on and who would be killed next. It was impossible to protect the entire transportation system, let alone all public places, thus it was clear to security experts that democratic societies would always remain vulnerable to terrorist attacks. “You had to attack civilians, the people, women, children, innocent people, unknown people far removed from any political game. The reason was quite simple neofascist Vincenzo Vinciguerra said after his arrest, explaining the strategy of tension in which he participated. ”They were supposed to force these people, the Italian public, to turn to the State to ask for greater security. This is the political logic that lies behind all the massacres and the bombings which remain unpunished, because the State cannot convict itself or declare itself responsible for what happened”....

General Lyman Lemnitzer, as chairman of the Joint Chiefs of Staff, following the failed CIA Bay of Pigs invasion in 1961 and other leading generals in the Pentagon, strategy-of-tension techniques should be used against the US population in order to create a pretext for war....

In April 2001, just months before the 9/11 terrorist attacks, distinguished researcher and James Bamford published his book Body of Secrets: An Anatomy of the Ultra Secret National Security Agency and top secret Operation Northwoods documents became public...Bamford wondered if Operation Northwoods was the most corrupt plan ever created by the US government, or the Gulf of Tonkin incident of 1964 full-fledged US war in Vietnam, which led to the deaths of 56,000 US soldiers and 3 million Vietnamese—had been a typical strategy-of-tension operation designed and carried out by the Pentagon. “[I]n light of the Operation Northwoods documents,” Bamford concluded, “it is clear that deceiving the public and trumping up wars for Americans to fight and die in was standard, approved policy at the highest levels of the Pentagon.”48

The two main arguments against the view that the 9/11 attacks were influenced by the US government have been a priori arguments. One, is that civilized Western governments in general, and the US government in particular, would never do such a heinous thing. The other is that if the 9/11 attacks were carried out by American government forces, it could not have remained secret for this long. The information in this article shows both of these arguments to be dubious at best. [...]

Those who subscribe to conspiracy theories may create serious risks, including risks of violence, and the existence of such theories raises significant challenges for policy and law. Such theories typically spread as a result of identifiable cognitive blunders, operating in conjunction with informational and reputational influences. A distinctive feature of conspiracy theories is their self-sealing quality not likely to be persuaded by an attempt to dispel their theories; they may even characterize that very attempt as further proof of the conspiracy. Because those who hold conspiracy theories typically suffer from a crippled epistemology, in accordance with which it is rational to hold such theories, the best response consists in cognitive infiltration....
